The budget department assists with budget analysis for legislation and the governor’s office to inform decisions. It also assists agencies with review of budget information, and performs fiscal analysis and projections. Policy duties include providing perspective and advice to agency staff, elected officials, constituents and other stakeholders. The Gaming Compliance Unit is responsible for ensuring gaming entities are run in accordance with the Tribal Gaming Compact and federal regulations.

Central Accounting and Reporting is responsible for the state’s combined financial reports. CAR provides agencies with accounting procedures that ensures the consistency necessary to create a Comprehensive Annual Financial Report. These procedures also help ensure that agencies have a clear picture of how to comply with state finance laws. CAR processes all state disbursements and trains and assists agencies in all manner of accounting functions. CAR also contracts with many agencies to perform accounting or payroll functions that are typically the responsibility of agencies. The division also manages the state’s accounting system.

Central Purchasing serves government entities and suppliers by providing compliance expertise, transparent oversight of processes and fair administration of procurement rules, policy and statutes. While also fostering supplier registration, CPO certification, ongoing training and access to relevant contract solutions. Central Purchasing exists to assist current and future partners when procuring the right stuff, at the right value, for the right price.

The division administers, manages and provides group health, dental, life and disability insurance for current and former employees of state agencies, school districts and other governmental units of the State of Oklahoma. The Oklahoma Insurance and Benefits Board has oversight responsibility and decision-making authority to adopt policies regarding the division’s financial matters.

Human Capital Management

The division is responsible for overseeing human resources services for the State of Oklahoma employees. Specialties include workforce planning and organizational development, employee benefits administration and management, classification and compensation, applicant services and testing, personnel assessment, recruitment and retention, wellness programs, employee relations, payroll and training and development. HCM also administers the state employee’s flexible benefits program and operates the policy and legislative services department within OMES.

The state chief information officer directs Information Services, which is responsible for protecting networks and the state’s digital assets through technology, services and security best practices as well as implementing and maintaining high technology standards and services. The division also supports the mission of public safety, provides cybersecurity for unified agencies and works to procure cost-effective technology solutions.

OMES Public Affairs provides internal and external communications services to all OMES divisions, as well as operational support to agency leadership. OMES Public Affairs handles select web content management and website creation, digital communications services to state agencies, video production, digital and print publications, OMES social media, and public relations. The director of Public Affairs serves as the spokesperson for OMES and collaborates with all other OMES divisions to communicate with the public and promote OMES.
