Accessibility

The Oklahoma Department of Libraries (ODL) is committed to ensuring its digital content and services are accessible to everyone, including people with disabilities.

On April 20, 2004, Gov. Brad Henry signed HB 2197, now known as the Oklahoma Electronic Information Technology Accessibility (EITA) Act. The law created standards designed to make information technology, including website content and tools, accessible to people with disabilities.

On Jan. 18, 2018, the federal Section 508 standards were refreshed to update accessibility requirements for information and communication technology. Effective March 1, 2020, Oklahoma adopted updated Information and Communication Technology Accessibility Standards that reflect the refreshed Section 508 standards.

In April 2024, the U.S. Department of Justice issued updated regulations under Title II of the Americans with Disabilities Act (ADA) requiring state and local governments to ensure their websites and mobile applications are accessible. These rules require compliance with the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. 

ODL works to ensure its website and digital services meet accessibility requirements under the EITA Act, Section 508 of the Rehabilitation Act, ADA Title II, and WCAG 2.1 Level AA.

Accessibility Conformance

Accessibility is considered throughout ODL’s website development and content management processes. ODL regularly reviews website content using automated testing tools and manual accessibility checks performed by staff to identify and address potential accessibility barriers.

While ODL strives to ensure all website content meets accessibility standards, some older documents, third-party content, or digitized historical and archival materials may not fully meet modern accessibility requirements due to the nature of the original source materials. When this occurs, ODL will work to provide accessible alternatives or assistance upon request.
