Nancy joined the Department in December of 2024 as an Aviation Program Manager. In this position, she is responsible for updating the Airport Master Record as well as conducting safety and standards inspections for Oklahoma’s public-use, general aviation airports. She assists with the development of the Airport Construction Program (ACP), airspace zoning reviews, the Aircraft Pilot and Passenger Protection Act (APPPA), and Title 17 compliance.

Nancy is a knowledgeable talent with over 30 years of experience dedicated to airport development and the aviation industry. She launched her career in Northern California as a charter pilot and flight instructor and later ventured into airport planning and operations for both commercial and general aviation airports. She also served as an airport grants manager with Arizona DOT before moving to the private sector as an airport consultant. Her goal has always been the betterment of aviation through enhancement of the airport system with a focus on airport capital improvement programs.

Nancy holds a Bachelor of Science in Aeronautical Science from Embry-Riddle Aeronautical University and a Master of Business Administration from Arizona State University. She is also a single and multi-engine commercial instrument pilot and certificated flight instructor.
