Oklahoma stands at a pivotal moment. An interim study at the State Capitol underscored what many already recognize: the world of work is changing faster than ever, and our state’s workforce system must evolve to meet that challenge.

From automation and artificial intelligence to shifting demographics and global competition, these forces are reshaping every industry. Incremental adjustments are no longer enough — we must pursue a comprehensive workforce transformation that prepares Oklahomans for the opportunities of tomorrow.

Why Workforce Transformation Matters

Modernizing the foundation. The Workforce Innovation and Opportunity Act (WIOA) remains the backbone of our workforce system. However, it was designed for a different era. While federal support remains essential, the system must also be flexible enough to address Oklahoma’s unique needs.
Empowering state-led innovation. Transformation requires states to take the lead — innovating within and beyond WIOA to develop models that reflect local realities and emerging opportunities.
Acting decisively. The cost of inaction is high. Without bold steps today, Oklahoma risks losing talent, investment, and competitiveness in the years ahead.
