New transparency database gives Oklahomans a clearer view of state purchases
OKLAHOMA CITY – Building on transparency reforms enacted by the Oklahoma Legislature this year, the Office of Management and Enterprise Services recently launched the Oklahoma Spending Transparency database, giving Oklahomans and lawmakers an easier way to follow how state agencies spend taxpayer dollars.
The new public database brings together purchase order and purchase card (P-card) data from across state government. Users can search spending by agency and find information such as vendor or merchant name, amount and purchase date. Purchase orders show what an agency expects to spend, while P-card transactions show what was actually charged.
The launch aligns with a key provision of House Bill 3415, authored by Rep. Judd Strom, R-Copan, and Sen. Julie Daniels, R-Bartlesville, requiring OMES Central Purchasing to maintain a publicly accessible database of contracts between state agencies and suppliers, including the vendor name, expected contract cost, PO number and description of deliverables.
“Taxpayers deserve a clear view of how government is spending their money,” said Rep. Strom, chairman of the House General Government Appropriations and Budget Committee. “Putting this information in one place makes it easier for Oklahomans and lawmakers to ask informed questions, follow public spending and hold government accountable.”
“Transparency is strongest when information is not only publicly available but also practical to interpret and use,” said Sen. Daniels. “This database gives Oklahomans a clearer picture of state purchasing while increasing accountability of every purchase.”
The database builds on the Legislature’s broader effort to strengthen transparency and accountability across state purchasing. HB 3415 was part of a bill package enacted during the 2026 legislative session addressing public contracts, documentation and oversight of taxpayer dollars.
“State leaders made it clear that Oklahomans should have better visibility into how public dollars are spent, and our role was to turn that direction into a practical tool,” said State Purchasing Director Amanda Otis. “By bringing key purchasing information together in one user-friendly database, we’re making it easier to find and understand while giving agency another resource to support responsible purchasing.”
The Oklahoma Spending Transparency database is the latest in a series of improvements designed to make state purchasing more open, accessible and consistent. Over the past year, OMES Central Purchasing has also launched the Oklahoma Contract Search site, which makes statewide contracts easier to find, and the MyOK Staffing and Services portal, which gives agencies and suppliers a more transparent, competitive process for staffing and service opportunities.
“Each of these supports a different stage of the purchasing process, but together they make that process easier to navigate for agencies, suppliers, lawmakers and the public,” said Otis. “Our goal is to provide better access to information, greater visibility and more accountability across state government.”
OMES partnered with Concourse to develop the Oklahoma Spending Transparency database. Concourse also supported development of the Statewide Contract Search site and MyOK Staffing and Services portal.
“Oklahoma is leading the way in transparent government,” said Thomas Smyth, CEO of Concourse. “Taxpayers can now look up what state agencies buy, from which vendors and at what price. It’s been an honor to work with OMES on this.”
