Firefighter Training Advisory Committee

The Firefighter Training Advisory Committee (FTAC) was created by the 56th Oklahoma Legislature through the passing of House Bill 1833.

The Oklahoma State Fire Marshal Commission has authority to appoint FTAC Committee Members.

Statutory duties of the Oklahoma State Fire Marshal Commission are:

  • Prescribe a reporting form for the use by Volunteer Fire Departments and by Volunteer Firefighters in order to provide the certification required
  • Submit an annual report on recommendations regarding fire and emergency services training needs to the Governor, Speaker of the House of Representatives and the President Pro Tempore of the Senate no later than December 31st of each year

Statutory duties of FTAC are:

  • Identify firefighter training needs and setting the firefighter training goals for the State of Oklahoma
  • Interact with the Homeland Security Department's Preparedness and Awareness Division on firefighter training and grants
  • Advise the Oklahoma State Fire Marshal Commission in administering and maintaining the incentive recognition programs established for Oklahoma Firefighters
  • Advice and assist the Oklahoma State Fire Marshal Commission in ensuring that the state has consistent basic and continuing education programs that include steps for all ranks of positions of career and volunteer firefighters by setting minimum standards for career, recommended levels for volunteer, identifying training programs and courses required for fire service members to achieve those levels

Five Levels of Firefighter

The Support Firefighter Level prepares a firefighter to work on the fire scene in a support capacity, operating rigs and assisting with wildland firefighting set-up and preparations.

Wildland Fundamentals or Equivalent - 16 hrs

Emergency Vehicle Operation Course - 8 hrs

NIMS ICS 100/200/700 - 8 hrs

CPR Healthcare Provider - 4 hrs

Personal Protective Clothing (PPE) - 4 hrs

The Basic Firefighter Level builds on the Support Level and prepares a firefighter to effectively combat wildland fires and respond to various types of accidents (automobile, etc.)
TOTAL: 78 hrs

Complete Support Level

Volunteer Firefighter Practices (VFFP) or greater - 30 hrs

Wildland Firefighting Skills or equivalent - 16 hrs

Water Supply or Pump Operations - 8 hrs

Hazardout Materials Awareness - 8 hrs

Electives: Local Department Choice
EMS/Rescue - 16 hrs

The Intermediate Firefighter Level is the minimum training level for paid firefighters.
Intermediate Level is the minimum level for interior structure fire attack for all firefighters, paid and volunteer.
TOTAL: 72 hrs

Complete Basic Level

Structural Firefighter or greater - 48 hrs

Electives: Local Department Choice
Fire - 12 hrs
EMS/Rescue - 12 hrs

The Advanced Firefighter Level requires the completion of Firefighter I or an equivalent or greater program. Paid firefighters must complete within 24 months of employment.
TOTAL: 176 hrs

Complete Intermediate Level

Firefighter I or greater - 104 hrs

Hazardous Materials Operations - 40 hrs

Electives: Local Department Choice
Fire - 16 hrs
EMS/Rescue - 16 hrs

The Master Firefighter Level (highest level) requires the completion of Firefighter II or an equivalent or greater program. Paid firefighters must complete within 36 months of employment. Optional for volunteer departments based on local Authority Having Jurisdiction.

Complete Advanced Level

Firefighter II or greater - 48 hrs

Strategy & Tactics for Initial Company Operations - 16 hrs

Incident Safety Officer - 16 hrs

Leadership I: Strategies for Company Success - 16 hrs

Emergency Services Instructor: Instructor I - 32 hrs

Chief Executive Officer

Required: Advanced Fire Officer and successful completion of one of the following:

  • Oklahoma Executive Fire Officer Leadership Program
  • National Fire Academy Executive Fire Officer Program
  • Masters Degree from an accredited institution in Fire Service Management-related field
    (e.g. Fire & Emergency Management, Public Administration, Business Administration, Management, Fire Protection Engineering, Political Science, etc.)
  • Fire Officer IV Certification (Pro Board or IFSAC)
