Private Motor Carrier of Passengers Business 15+ Passengers

Private Motor Carrier means a person who provides transportation of property or passengers, by commercial motor vehicle, and is not a for-hire motor carrier.

Private Motor Carrier of Passengers (Business) means a private motor carrier engaged in the interstate transportation of passengers which is provided in the furtherance of a commercial enterprise and is not available to the public at large.

PMCP (Business) is basically the transportation of passengers in the furtherance of a commercial purpose and not available to the general public. Examples includes: professional musicians and companies that transport their own employees.

PMCP (Business) must comply with the FMCSRs as listed below:

  • Part 382: All applies Controlled Substances and Alcohol Use and Testing
  • Part 383: All applies Commercial Driver’s License Standards
  • Part 385: All applies Safety Fitness Procedures
  • Part 390: All applies Federal Motor Carrier Safety Regulations; General           
  • Part 391: All applies Qualifications of Drivers (see 391.69)

ALL applicable EXCEPT: if a single employer driver prior to July 1, 1994 and currently still with same carrier: employment application, background and character investigations, and road test.

  • Part 392: All applies Driving of Commercial Motor Vehicles
  • Part 393: All applies Parts and Accessories Necessary for Safe Operation
  • Part 395: All applies Hours of Service of Drivers
  • Part 396: All applies Inspection, Repair, and Maintenance
