The OUBCC has begun the rulemaking process on Chapters 17 Education and Training to follow the emergency rules filed on October 24th and on Chapter 20, Adopted Codes to adopt the 2024 editions of the International Building Code, International Fire Code, International Residential Code, International Existing Building Code, International Fuel Gas Code, International Mechanical Code and International Plumbing Code in subchapters 2, 4, 6, 8, 12, 14, and 16, respectively. 

A Notice of Rulemaking Intent is scheduled published for both filings in the December 1, 2025 Oklahoma Register. A public comment period will be effective through January 5, 2025 and a public hearing is scheduled for January 13, 2026. In the event that state offices are closed for inclement weather on January 13th, 2026, an alternate hearing will be held on January 20th, 2026.

The OUBCC filed Emergency Rules Related to Chapter 17 Education and Training. Below are links to the Emergency Rule and Rule Impact Statement. The rules will become effective upon the Governor's approval.

The OUBCC has stopped the rulemaking process referenced below in the November 19, 2024 notice. The OUBCC will restart rulemaking for the 2026 legislative session later this year. 

November 19, 2024 Regular Meeting
OUBCC voted to begin the rulemaking process on Oklahoma Administrative Code (O.A.C.) Title 748, Chapter 20, Subchapters 2, 4, 6, 8, 12, 14, and 16.

Subchapters 2, 4, 8, 12, 14, and 16 address proposed rules to adopt the 2024 Editions of the International Building Code (IBC), International Fire Code (IFC), International Existing Building Code (IEBC), International Fuel Gas Code (IFGC), International Mechanical Code (IMC), and International Plumbing Code (IPC).

Subchapter 10 updates the edition years for the IBC, IFC, IFGC, IMC and IPC in the referenced standards chapter of the 2018 International Residential Code (IRC).

A public hearing will be held during a regularly scheduled meeting of the OUBCC. In the event state offices are closed for inclement weather on January 21, 2025, there will be an alternate hearing date on Monday, January 27, 2025 at the same location. Anyone who wishes to speak on the proposed rules must be signed in at the door by 1:35 p.m. Each person will be given a maximum of 5 minutes to speak.
