Position Overview

This full-time Business Manager position is responsible for overseeing fiscal, accounting, budgeting, procurement, and administrative operations to ensure compliance with state and federal requirements and the effective management of agency resources. The role includes maintaining accurate financial records, managing contracts and expenditures, preparing financial and budget reports, and supporting overall business functions. The position is located in Oklahoma City and is an in-office role within a general office setting. A bachelor’s degree in accounting, business, or public administration and professional experience in business management, accounting, or procurement are required.

State government accounting experience is preferred.

Key Responsibilities

  • Plan, organize, and direct agency business and administrative functions.
  • Establish and maintain accounting procedures and fiscal reporting requirements.
  • Maintain all fiscal and accounting records, including appropriations, revenues, and payroll expenses.
  • Analyze expenditures and financial data and prepare monthly operational reports, financial statements, schedules, and statistical reports.
  • Direct the preparation and review of budget work programs and agency budget requests and provide recommendations related to the state budget.
  • Review and approve financial obligations and expenditures as required.
  • Process and oversee requisitions for supplies, materials, equipment, travel, and other financial transactions.
  • Conduct inventories and maintain records of agency property.
  • Prepare, process, and track agency contracts, vouchers, and invoices for payment.
  • Supervise supply and procurement activities and ensure compliance with applicable laws and regulations.
  • Direct the work of assigned staff and communicate effectively with internal and external partners.

Knowledge, Skills, and Abilities

  • Knowledge of PeopleSoft Financials.
  • Knowledge of generally accepted accounting principles and governmental accounting practices.
  • Knowledge of state supply and procurement laws and regulations.
  • Ability to review, prepare, analyze, and maintain financial reports, statements, and data.
  • Ability to prepare and track state and federal contracts, vouchers, and invoices.
  • Strong organizational skills and attention to detail.
  • Ability to allocate funds to various accounts or functions.
  • Ability to effectively direct the work of others and communicate clearly and professionally.

Minimum Qualifications

  • Bachelor’s degree in accounting, business, or public administration, plus two years of professional experience in business management, accounting, or procurement.
  • An equivalent combination of education and experience may be considered.

Work Environment

  • General office setting.

Compensation

  • Salary: $63,000 annually
