FBI Public Health Joint Criminal-Epidemiological Investigations Workshop

Law enforcement and public health need to know when and how to work together on investigations. This workshop, consisting of public health and law enforcement attendees: discusses historical, current and emerging biothreats; introduces resources available for responding to biothreats and response procedures; discusses HIPAA and law enforcement exceptions; discusses best practices for conducting joint investigations and joint subject interviews; and, conveys the importance of open and frequent communication between law enforcement and public health. Without law enforcement and public health both understanding the importance of working together and given the different mission objectives, information may not pass as required for each entity to be aware of and appropriately address a biothreat. This can result in a delayed or inadequate threat response, possibly increasing the risk to public health, loss of evidence and failure to eliminate the threat.
