Over Five
Full-time Oklahoma Peace Officers certified in Oklahoma out of active full-time service for over five (5) years.
Any full-time or reserve officer who has not carried an active commission in over 5 years is required to take refresher/update training and retake the certification exam within one year of reactivating as an Oklahoma peace officer.
Basic Refresher Class Information
- Full-time and reserve officers take the same refresher/update course and certification exam.
- Now held quarterly and online - “work at your own pace” atmosphere (although the course must be completed within _____ weeks of receiving the online links and all provided materials must be viewed by the student).
- The online links will be sent via email by close of business the Thursday before the start date of the class.
- The certification exam is held at the CLEET facility located in Ada, Oklahoma.
- Each applicant must achieve a score of 80% on the exam to receive a certification. If necessary, one retake examination will be allowed within 10 business days of the initial exam.

The certification exam will be administered at the CLEET facility in Ada, Oklahoma at 1:00 p.m. on the dates listed above. EVERY participant in a refresher class must take the certification exam.
Reciprocity
Full-time Peace Officer certified in another state seeking full-time Oklahoma Peace Officer certification.
390:10-1-6. Certification by reciprocity
Any officer seeking Oklahoma Peace Officer Certification, who has been certified by a state peace officer standards and training agency as a peace officer in another state, or any officer who has been certified as a federal peace officer by a Council recognized federal law enforcement agency, may obtain certification by reciprocity, under the following conditions:
(1) The officer must meet the minimum peace officer employment standards set forth by law, military service is generally not recognized as federal law enforcement employment.
(2) The officer must have been employed as a full time peace officer for at least three (3) months within the two (2) year period immediately preceding the request for Oklahoma certification.
(3) The officer must attend the legal block and training as specified by CLEET.
(4) The officer must successfully pass a certification examination
(5) Officers may have one retest for the certification examination. Any retest would follow the guidelines listed in OAC 390:15-1-13.
(6) The director or the director's designee may, in the exercise of discretion, award a certificate to any person who has been duly certified under the laws of another state if, in the opinion of the director, the education, training and experience of that officer equal or exceed the qualifications required to complete satisfactorily the basic course of instruction required for Oklahoma certification. In any event, each officer must attend the legal refresher block of instruction as specified by CLEET.

Documentation Required for Verification
- Proof of employment - This may be:
- a letter on agency letter head stating the start and end date as a full-time, commissioned peace officer; or
- it may be a training record (such as CLEET’s) that shows your training history and possibly your employment history
- A copy of your basic certification certificate
- A training record (such as CLEET’s), if not provided as proof of employment document
- The curriculum subject/hour breakdown of your basic academy
Applying for Reciprocity
Critical steps must be followed once all the necessary documentation required for verification has been collected, as listed above. The law enforcement agency hiring a peace officer must adhere to all applicable statutes outlined in Title 70-3311 of Oklahoma Statutes.
When the law enforcement agency has hired the Officer, the applicant must register with CLEET and begin the application process, selecting reciprocity and uploading all required documents. Once the Officer has registered, the agency can enter the employment notification via the Thentia portal. This notice indicates that the Officer is gainfully employed as a peace officer with a law enforcement agency.
CLEET will assess the documents submitted by the Officer to determine the Officer's eligibility for reciprocity. Documents emailed or submitted before these steps to CLEET will not be considered or reviewed. If you have any questions, don't hesitate to contact Jana Loyd.
NOTE: By Council rule, persons certified by other state POST’s or federal agencies, who have service breaks in excess of two (2) years, immediately prior to their application, ARE NOT ELIGIBLE for certification by reciprocity.
