Steven “Joe” Callahan joined the Oklahoma Department of Aerospace and Aeronautics in July 2025 following the merger of OSIDA into the Department. He serves as Airport Manager for the Oklahoma Air & Space Port at Clinton-Sherman Airport (CSM), where he oversees daily operations, infrastructure projects, and strategic tenant support at one of the nation’s premier facilities for aerospace testing and commercial spaceflight development.
In this role, Joe works closely with the Oklahoma Department of Aerospace & Aeronautics (ODAA), the FAA, and a wide range of aerospace partners to coordinate multimillion-dollar runway and taxiway rehabilitation projects, airfield electrical upgrades, and facility improvements that support both state and national aerospace priorities. He has been instrumental in managing complex construction phasing and airfield closures while ensuring continuity for major aerospace tenants, including Premium Aerospace Center, Boeing, Kratos, and Fenix Space. With a strong background in airfield operations, project management, and stakeholder coordination, Joe ensures the Oklahoma Air & Space Port remains a safe, efficient, and competitive hub for commercial aviation, spaceflight, and advanced aerospace operations.
Joe currently serves as Southwest Region Director for the Oklahoma Airport Operators Association (OAOA), is a Policy Board Member for the Southwest Oklahoma Regional Transportation Planning Organization (SORTPO), and is committed to fostering partnerships with CSM tenants, local communities, state agencies, and industry leaders to expand Oklahoma’s role as a national leader in aerospace and space innovation.
Born in Oklahoma, Joe served 10 years in the United States Air Force, receiving an honorable discharge, and then spent 28 years working for Contra Costa County Airports in California before moving back to Oklahoma.
