Oklahoma Becomes Title-Holding State

 

Due to recent legislation, Oklahoma became one of more than 40 other title-holding states effective July 1, 2022. All boat, motor and vehicle titles issued after July 1 that are subject to a lien will be sent to lienholders. Lienholders will hold the title until the lien is satisfied. Owners will still maintain valid registration. Registration is required to be kept in the vehicle at all times and will prove ownership. Once the lien is satisfied, the title may be released to the owner. 

 

This is an important piece in the implementation of the Electronic Lien and Title program which will allow for the electronic submission of lien documentation and electronic storage of Oklahoma titles by lienholders through third-party vendors. The ELT program will make the titling process faster, more convenient, and will save time and money.

 

Participation in the ELT program as a lienholder is optional. An approved vendor list will be made available at a later date.

 

The law does not force Oklahomans who already have lien-encumbered titles on their vehicles to turn them in. However, if the title is lost and a duplicate is requested, it will be sent to the lienholder.

 

Titles that were issued prior to July 1 but have not yet printed will be sent to the owner. Titles subject to a lien that are issued July 1 and later will be sent to the lienholder. Titles not subject to a lien that are issued July 1 and later will be sent to the owner.
