Behavior Analyst Applicants

Welcome to Oklahoma - Your Path to BEHAVIOR ANALYIS Licensure Starts Here!

We’re excited that you’re considering Oklahoma as the next step in your professional journey! The Oklahoma State Board of Examiners of Psychologists (OSBEP) is here to help you understand the application process and navigate the requirements for licensure.

Under the Oklahoma Psychologists Licensing Act, individuals must be licensed by the Board to represent themselves as a Board Certified Behavior Analyst (BCBA), Board Certified Assistant Behavior Analyst (BCaBA) or offer applied behavior analysis services to the public, unless a statutory exemption applies.

Explore the steps below to learn what you’ll need, prepare your application, and move forward with confidence!

Apply for Initial Licensure as a BCBA or BCaBA

The Oklahoma State Board of Examiners of Psychologists (OSBEP) oversees Oklahoma BCBA and BCaBA licensures beginning November 1, 2026.

All required application forms are available through the Forms link at the top of this page.

Submitting an application does not authorize you to practice behavior analysis or guarantee approval for licensure.

Step 1: Review the requirements

Before applying, review 59 O.S. § 1928 and the applicable requirements posted on the Board’s Laws & Rules page.

Applicants must provide evidence that they:

  • Are at least 21 years old.

  • Are of good moral character.

  • Have passed the applicable national examination and hold the appropriate Behavior Analyst Certification Board (BACB) certification.

  • Hold the qualifying graduate or undergraduate degree required for their certification level.

  • Meet the statutory requirements concerning professional disciplinary history and pending regulatory matters.

  • Complete the required national criminal background check.

If you have a disciplinary history or a pending regulatory matter, provide complete information for Board review. Such matters require an individual determination under the statute.

National BACB certification and Oklahoma authorization are separate credentials. Holding a BACB certificate does not, by itself, authorize practice in Oklahoma when state licensure or certification is required.

Step 2: Select your application type

Your national BACB credentialOklahoma authorization requestedInitial application fee
BCBA or BCBA-DBehavior analyst license$300
BCaBAAssistant behavior analyst certification$250

Select the credential that matches your current BACB certification.

Application fees are non-refundable. Review the requirements and contact the Board with any questions before submitting your application and payment.

Step 3: Complete the application and gather your documents

Provide complete and accurate information about your identity, contact information, education, BACB certification, and current or previous professional credentials.

Prepare the following:

  • Completed application.

  • One current passport-style photograph.

  • Copy of a valid government-issued identification document.

  • Copy of your current BACB certificate.

  • Signed and notarized Citizen’s Affidavit.

  • Completed and notarized Applicant Affidavit.

  • Explanations and supporting documentation for any application questions answered “Yes.”

  • Completed BCaBA Supervision Agreement, if applying as an assistant behavior analyst.

  • Applicable application fee.

Use an email address you check regularly. Email will be the Board’s primary method of communicating with you about your application.

For a paper application, type your responses, print single-sided, and complete all required signatures and notarizations. Keep a complete copy for your records.

Step 4: Arrange for official documents to be sent directly to OSBEP

The documents below must come directly from the issuing organization. Uploading your own copies does not replace these requirements.

Official BACB verification

Request that BACB send official verification of your certification directly to the Board.

A copy of your BACB certificate and official BACB verification are separate requirements.

Official academic transcripts

Request official transcripts covering all applicable college or university coursework, including:

  • The degree required to obtain your BACB certification.

  • Additional applied behavior analysis coursework completed at other institutions.

List all postsecondary institutions requested on the application. Each institution must send its transcripts directly to OSBEP by mail or email. Transcripts submitted directly by the applicant will not be accepted.

Verification of other professional credentials

If you currently hold or have ever held a license, certification, or registration in a behavioral or health science profession, arrange for a Letter of Good Standing or official credential verification to be sent directly to OSBEP by each issuing licensing authority.

Include all applicable credentials, even if they are no longer active.

Where to send official documents

Email: boardstaff@psychology.ok.gov

Mail:
Oklahoma State Board of Examiners of Psychologists
421 NW 13th Street, Suite 180
Oklahoma City, OK 73103

Ask each organization to include your full name and, when applicable, any previous name appearing on your records.

Step 5: Complete the supervision agreement—BCaBA applicants only

BCaBA applicants must submit a completed Supervision Agreement signed by both the applicant and the supervising BCBA.

Provide all requested information about:

  • The supervising BCBA’s Oklahoma and BACB credentials.

  • The supervisor’s professional standing and experience.

  • The business and practice location.

  • The proposed supervision arrangement and meeting format.

A BCaBA may not practice without the required approved supervisory relationship. The relationship must remain in effect while the BCaBA is practicing.

Both parties are responsible for complying with applicable Oklahoma requirements and BACB supervision standards. Promptly notify the Board of termination, changes in supervision, or employment changes affecting the arrangement.

Step 6: Submit your application and payment

Apply online

Use the Behavior Analyst Initial Application available through the Forms link. Follow the instructions for uploading documents and submitting payment.

Forms marked Online accept credit card or electronic payment through the online system. A convenience fee may apply.

Apply by paper

Mail your completed application, required attachments, and payment to the Board office.

Payment must be made by check, cashier’s check, or money order payable to the Oklahoma State Board of Examiners of Psychologists. Securely attach payment to the front of the application.

Official transcripts, BACB verification, and other credential verifications must still be sent directly by their issuing organizations.

Step 7: Follow the Board’s background-check instructions

After receiving your application, Board staff will email instructions regarding the required national criminal background check.

Follow the Board’s instructions before arranging fingerprinting or submitting background-check materials. Separate fingerprinting and background-check fees apply.

Step 8: Monitor your application and respond to requests

An application is not complete until all required forms, fees, official verifications, transcripts, and supplemental information have been received and all applicable requirements have been satisfied.

Applicants are responsible for:

  • Following up with institutions and organizations providing documents.

  • Checking email, including spam or junk folders.

  • Responding promptly to requests for additional information.

  • Keeping contact and certification information current.

  • Confirming that outstanding materials have reached the Board.

The Board cannot determine eligibility until the application is complete and the required documentation has been reviewed. Submission does not guarantee approval.

Step 9: Receive your Oklahoma authorization

The Board will notify you of its determination and provide instructions regarding your Oklahoma license or certification.

Do not begin practice requiring Oklahoma licensure or certification until the Board has issued the appropriate authorization.

After approval, maintain your national BACB certification, comply with applicable ethical and supervision requirements, and renew your Oklahoma credential as required. State renewal is due on or before April 30 of each odd-numbered year.

Military applicants and spouses

If you are a qualifying military applicant or spouse, identify that status on your application and contact the Board about expedited processing and any required documentation.

This guide summarizes the application process. Applicants must comply with 59 O.S. § 1928, applicable effective rules, and Board application requirements.

Help keep your application moving

  • Check your email regularly, including your spam or junk folder.

  • Keep your contact information current with both OSBEP and ASPPB.

  • Respond promptly to requests for additional information.

  • Follow instructions about where each document must be sent.

  • Confirm that your references, supervisors, universities, and other sources have submitted the requested materials.

  • Keep copies of submissions and payment records.

Processing depends on receipt of a complete application, credential verification, and any additional review needed. Applicants are responsible for following up on outstanding materials.
