EMPG Subrecipient Program
The EMPG Award for Fiscal Year 2025 is currently on hold by FEMA/DHS and we do not have a timeline on when the funds will be released to states. It’s possible that FEMA/DHS will not release the funds before the Period of Performance ends.
However, OEM has developed the following program outline for the Oklahoma FY25 EMPG Subrecipient Program. A full application packet is under development and will be shared when the FEMA/DHS hold ends.
Shortened Period of Performance
FY25 EMPG will have a shortened Period of Performance (POP). Instead of the standard three-year period POP, FY25 EMPG POP will be only one year, which began on October 1, 2025 and ends Sept. 30, 2026. This means the Oklahoma EMPG Subrecipient Program will be shortened. We hope to have a six-month POP for subrecipients, depending on when the hold is released.
Application Process & Funding Amounts
The subrecipient application process will be different this year and subrecipient funding amounts will likely be different than what has been approved in the past. Emergency management programs will have the opportunity to pre-select their funding projects and applications will be scored by an outside review panel, as we did for the ARPA SLFRF grant last year.
For FY25 EMPG, we welcome and encourage NEW applicants who have not previously or recently received EMPG funding. All applications will be scored based on their selected funding projects and based on state and regional priorities. All details will be included in the EMPG Information Packet, which is in development now.
What You Can Do Now to Prepare
- Be sure your sam.gov Unique Entity Identifier (UEI) is active or register for a UEI if needed.
- Ensure your program is NIMS compliant.
- Ensure your program is in the OEM Emergency Manager Directory (available in WebEOC).
- Begin reviewing the EMPG Projects & Activities list below and get cost estimates as needed.
- Ensure your EM program has a detailed budget showing EM-related expenditures.
- Encourage participation from your finance and/or grants staff to ensure compliance with all federal grant guidelines.
EMPG Primary Projects & Activities* for FY25
OEM has identified the following preferred projects and activities for EMPG FY25 funding. If you wish to fund something else, contact empg@oem.ok.gov for more information. However, application scoring priority will be given to projects and activities on this list.
- Training (including travel costs) and/or acquiring EM-related certifications
- Developing and updating plans, including:
- Emergency Operations Plan or other response or operations plan
- Hazard Mitigation Plan
- Recovery Plan documenting local/regional RSF planning,
- Housing recovery planning
- Developing procurement policy and/or financial administrative controls for disasters.
- Developing and conducting local or regional exercise.
- Preparedness outreach programs with emphasis on extreme weather events.
- Purchase and installation of warning systems and sirens to include plans and procedures for use.
- Other eligible equipment purchase.
- Salaries (with restrictions) for EM Program Director. Salaries for other staff will also be considered and must not be currently fully budgeted using local dollars.
*Note: funding may be used to hire consultants to assist with various activities on this list, including planning, training, exercises, etc.
