EMPG Subrecipient Program
The EMPG Award for Fiscal Year 2025 remain on hold by FEMA/DHS However, OEM has developed the following program outline for the Oklahoma FY25 EMPG Subrecipient Program. An application and program guide was shared in April.
Applications are due on June 1, 2026.
Application Process & Funding Amounts
The subrecipient application process is different this year and subrecipient funding amounts will likely be different than what has been approved in the past. Emergency management programs have the opportunity to pre-select their funding projects and applications will be scored by a review panel, similar to OEM's ARPA SLFRF grant last year.
For FY25 EMPG, we welcome and encourage NEW applicants who have not previously or recently received EMPG funding. All applications will be scored based on their selected funding projects and based on state and regional priorities. All details are included in the EMPG Program Guide.
Program Requirements
- Emergency management programs associated with county, municipal, and tribal governments in Oklahoma are eligible to apply. You do not need to have participated in EMPG before.
- Emergency Management program must be in the OEM Emergency Manager Directory (available in WebEOC).
- OK EMGrants access is required for administering all grants.
- Be sure your sam.gov Unique Entity Identifier (UEI) is active or register for a UEI if needed.
- Emergency management programs must be NIMS compliant.
- Ensure your EM program has a detailed budget showing EM-related expenditures.
- Encourage participation from your finance and/or grants staff to ensure compliance with all federal grant guidelines.
EMPG FY25 Project Categories for Oklahoma
OEM has identified the following project categories for EMPG FY25 funding.
- Training or Exercises - Projects that develop, deliver, or take part in emergency management training or exercises.
- Planning - Projects that create, update, or improve emergency management plans. This includes Emergency Operations Plans, local disaster recovery plans, hazard mitigation plans, continuity of operations plans, debris management plans, evacuation plans, and hazard-specific annexes.
- Salaries - Funding for Emergency Management Director positions (with exceptions - see program guide for details)
- Warning Systems - Projects that install new or upgrade existing public alert and warning systems, including IPAWS-compatible systems.
- Equipment - Projects that purchase EMPG-eligible equipment to support emergency management operations.
- Technology Solutions - Projects that deploy new technology or make meaningful improvements to existing technology for emergency management, such as communications systems, data platforms, or operational tools.
- Other - Projects that support emergency management but do not fit the categories above.
