This class provides a comprehensive overview of officer-involved use of force investigations, combining foundational legal standards with practical investigative procedures. Participants will examine landmark U.S. Supreme Court decisions (Graham v. Connor and Tennessee v. Garner) that define the constitutional framework for evaluating use of force incidents. The course also introduces the President's Task Force on 21st Century Policing, with a focus on building trust and legitimacy within communities. Using the Oklahoma State Bureau of Investigation (OSBI) investigative model, the class outlines step-by-step expectations when OSBI is requested to investigate critical incidents. Topics include the distinction between criminal and administrative inquiries, terminology clarification, witness management, scene responsibilities, evidence handling, officer rights, and interview protocols. Media considerations and public safety questions are also covered. Designed for law enforcement professionals, the class offers both legal insight and real-world application to ensure transparent, consistent, and objective investigations following use-of-force incidents.
