The OSU Chief of Police serves as the senior law enforcement officer responsible for overseeing all aspects of campus safety and security at OSU Stillwater, OSU Tulsa, and the Emergency Operation Center. The Chief of Police provides strategic leadership, direction, and coordination of the Campus Police Department to ensure the safety and well-being of students, faculty, staff, and visitors. This position plays a critical role in maintaining a safe and secure environment conducive to learning, research, and community engagement.
While a routine work schedule is 8 a.m. to 5 p.m., Monday through Friday, the Chief of Police serves as the first point of contact on a 24/7 basis for critical and emergency situations. This requires additional hours outside of the regular work schedule. In addition, weekend and evening hours are required at special athletic events.
Law enforcement, by its nature, exposes officers to physical dangers. As a police officer, this individual may have to face deadly force. The Chief of Police is a take-charge position in bomb threats or environmental hazardous spills and dangers.
The Chief of Police must have the entire sensory perception to handle activities generally expected of law enforcement. This position must possess the physical capabilities and psychomotor skills, to perform the following tasks: operating equipment such as firearms, alternative weapons, defensive tactics, cameras, vehicles, computers, etc. Engage in physically combative confrontations with resistant and possibly violent individuals to subdue them. Use restraining/control holds and use hands/feet for self-defense. Be proficient with and fire a qualifying score with the department-issued firearm on the day and nighttime courses. Lift, pull, carry objects, sit, stand, walk, climb, kneel, crouch, bend, reach, crawl, jump, dodge obstacles, and run short and moderate distances in foot pursuit.

Minimum Requirements
- Bachelor’s Degree and five or more years of progressively responsible police experience functioning at command level; lieutenant or above.
- Police Officer certification at Advanced Level.
- Possess a valid Driver's License.
- Successfully pass an extensive background investigation.
The Chief of Police must meet the expectations outlined in each of the following areas
Administrative and Supervisory Experience
- Demonstrate progressively responsible administrative and supervisory experience in overseeing law enforcement operations and management at command level.
- Ability to manage a departmental budget and administer human resources policies and procedures.
Compliance, Confidentiality, and Ethical Standards
- Maintain confidentiality of information and protocols.
- Ensure compliance with current laws and regulations governing law enforcement.
- Maintain the standards identified in the Law Enforcement Code of Ethics, ensuring integrity and accountability in all actions.
Operational and Tactical Skills
- Meet state standards in using vehicles, firearms, and other weapons and equipment.
- Analyze feedback on critical incidents and make informed decisions that ensure a safe, legal, and satisfactory outcome.
- Operate equipment such as firearms, alternative weapons, defensive tactics, cameras, vehicles, computers, etc.
- Be proficient with and fire a qualifying score with the department-issued firearm on day courses.
Leadership and Decision Making
- Exhibit initiative and independence, with the ability to identify and resolve issues effectively.
- Communicate the Department’s vision and values within the organization and the community.
- Make appropriate decisions in highly stressful, rapidly deteriorating, and violent situations.
- Work intelligently while providing excellent leadership in critical incidents and emergencies, even under rest/sleep deprivation.
Coordination and Communication
- Prioritize work, perform multiple tasks, coordinate with other law enforcement agencies and service agencies.
- Cope with competing and changing priorities effectively.
- Speak effectively in public and engage with diverse community groups to foster positive relationships.
Physical and Sensory Requirements
- Possess and maintain CLEET Police Officer certification.
- Have sensory perception to handle activities generally expected of law enforcement. The Chief can have minor deficiencies in sensory perception (sight, hearing) that can be corrected to functional levels.
- Possess physical capabilities and psychomotor skills, to be able to perform tasks such as lifting, pulling, or carrying objects.
- Engage in physically combative confrontations and use restraining/control holds as necessary.
- Be proficient in defensive tactics and capable of running, jumping, climbing, kneeling, crouching, and other physical activities as required.
Technological Proficiency
- Demonstrate proficiency in modern law enforcement technology, including body cameras, surveillance systems, and data management software.
Preferred Qualifications
- Seven (7) or more years of progressively responsible police experience functioning at the command level; captain or above.
- Law enforcement experience within a university setting and within a department of comparable size and complexity.
- FBI Academy or comparable police executive training program.
