- Introductions
- Approval of Minutes:
- December 12, 2018 minutes were approved
- Standing Membership Subcommittee Report:
- Eloise Locust provided report
- Met on 3/11/2019 1:30 pm at the DHS offices, Sequoyah Building
- Present were Eloise Locust, Rachel Proper, Brent Thackerson, and Patrick Klein
- They reviewed the membership list and there are still currently four vacancies:
- Rural Family Child Care Homes
- A private citizen
- Early Childhood Association of Oklahoma
- Part-day programs
- Discussed the feedback they received from some rural family child care homes about the challenges to participate on this committee:
- The time of the day of the meetings
- Needing a substitute
- Expense of hiring substitute
- Time spent away from their program
- Travel expense
- If anyone has recommendations for these vacancies please let someone know on the Membership Subcommittee.
- During the meeting a question was raised about the number of designees that a CCAC member can have. They reviewed the by-laws about the committee makeup and there was no limit stated. Right now we have one designee but should more be allowed?
- New Business – Discussed whether the STARS Review Board member could also be a rotating position like the Peer Review Board
- The statute regarding this states "The advisory committee shall designate two people to serve on the department's STARS Administrative Review Panel; at least one designee shall be an owner/operator of a licensed child care center.
- Feedback received today will be discussed at the next subcommittee meeting and CCAC members will vote on their recommendations at June 12, 2019 meeting.
- Explore if there is a source of funding (could be external from DHS) that could be used for travel expenses.

- Subcommittee has not met in last quarter but will try to meet by teleconference next week
- Still working on filling some vacancies on the subcommittee

- The subcommittee will meet again on June 12, 2019 at 9:00 am
- They've been discussing how to get more people to attend
- They didn't have anything new to bring to the committee today
- Legislative Update:

- Licensing Sanctions Report:

- Old Business:
- OBI update provided by Patrick Klein
- Working within about a week's processing time
- Working on adding positions for the mobile unit
- New Business:
- William Alexander brought up the recent legalization in Oklahoma of Medical Marijuana and if this group should put out recommendations for programs
- Each member will speak to their respective groups about recommendations and we will discuss again in June.
- Brent Thackerson would like to propose recognizing new programs at each quarterly meeting (e.g. certificate of appreciation).
- Jill Goyette – Annual 5 Days of Action April 22 – 26 for Child Abuse Prevention Month
- Bring child abuse awareness out to the community
- Tools and resources are free
- This year's focus is on "Know, See, & Respond"
- Fivedaysofaction.org
- Public Comments:
- Kathy Cronemiller – asking for assistance with obtaining background/fingerprinting information for people who have lived out-of-state; California and Texas are especially difficult.
- Other members said this is an issue for their programs also
- OBI will work with programs in these instances
- Amy Cornelson should be able to answer some of the questions brought up
