- Committee recommends Gayla Carnagey to replace Eloise Locust
- Gayla's designee will be Angela Whisnant
- Gayla has also volunteered to chair the Membership Subcommittee
- Motion to approve recommendation was voted on and approved
- Rural Family Child Care Homes – still vacant
- Part-day Programs – still vacant
- Motion to approve these two recommendations was voted on and approved unanimously
- Private Partnership vacancy previously held by Annie VanHanken whose term expired
- The discussion to allow this position to term out and not fill the vacancy on the committee was tabled from September meeting
- An employee of Sunbeam Family Services has volunteered for this position
- The subcommittee's initial recommendation was to allow position to term but after today's discussion they now recommend to retain this position

- Standing Subcommittee Reports:
- Child Care Facilities (centers) Standing Subcommittee

- The subcommittee has met several times over the last year in the OKC and Tulsa area – out of those meetings a workgroup was created specifically to provide recommendations regarding child care complaints
- Final report of the workgroup was reviewed and discussed
- Family Child Care Homes Standing Subcommittee

- QRIS Standing Subcommittee

- Last met on Nov. 13
- Viewed presentation on the Pyramid Model which is an example of a Model of Care. The subcommittee is considering incorporating this in to their recommendations
- They continue their work on the draft of the possible expansion of the STARS program to a 5 star system
- Next meeting is today, Dec. 11, at this location

- Last met on Nov. 5
- An issue that was raised by a provider in the Tulsa area was First Aid CPR - A lot of hospitals require their nurses to do BLS (Basic Life Support), which is AED and CPR, but don't require them to do First Aid. If they hire a nurse that's been certified through a hospital they may have done their BLS training yesterday but they would still have to do a First Aid training separately because most hospitals believe if you have a nursing license you've been trained in First Aid – that's not necessarily something that changes a lot – AED and CPR which they should be updated on regularly
- The request is that nurses who are licensed in BLS be recognized as having an appropriate level of training without having to go through extra steps that delay hiring
- After a recommendation is submitted, Licensing will review and look at what requirements would need to be changed, then that would be presented to the group that does policy and requirement changes

- Old Business:
- Ad Hoc Committee convened to provide recommendations for changing the legislation that forms the CCAC.
- Committee members – Brent Thackerson (Chairperson), Peggy Byerly, Tammy Maus, Rachel Proper, Ari Conner, Jason Charles, Mitzi Lee, Gayla Ham
- Senator Paul Scott attended today to take any questions about the amended bill
- Representative Louis Moore was also presented with committee's recommended changes and he provided feedback
- The subcommittee will meet today for a brief discussion after CCAC
- New Business:
- Everyone received a copy of the new copy of the law that was effective Nov. 1, 2019
- The only change to this law is the change for an options for programs that participate the Quality Rating Improvement System (QRIS) as a 1 STAR plus or higher and has a center with a capacity of 50 or more – can request their annual STAR review
- There are 3 STAR reviews per year – 2 partial and 1 full – their 1 full can be by appointment
- Public Comments:

- Main focus is false claims submitted to complaint system within Child Care Licensing
- Complaints should not be anonymous or require a deposit to submit to help reduce the amount of false claims
- Help DHS prioritize investigations
- Christy Kastl, Executive Director Crème de la Crème
- In TX and other states people that make false claims are charged with a misdemeanor
- Has four degrees and is working towards her PhD
- CECPD Professional Development tells her that two of her degrees don't count and has to spend $20 to take a course online
- She was formerly a trainer for CECPD and is also an adjunct professor for MACU
- She can/is teaching college students but yet her degree doesn't count to teach child care workers
- There needs to be a level system for CECPD
- Would like to be involved with trying to change the regulations for training hours

- Due to what other providers in the area believe is over-regulation she is the:
- Only center that serves DHS subsidy families and the;
- Only center that takes infants
- Also agreed with deposits for complaints and misdemeanors for false claims and changes regarding First Aid CPR requirements
- Recently expanded her center with an upstairs addition – paid $54,000 for a sprinkler system – meet requirements set by code enforcement and fire marshal – DHS has to measure and won't accept the engineered plans that were approved by code enforcement and fire marshal
- DHS licensing workers that came to facility at different times to take measurements – were all different – wants DHS to accept engineering plans
- Co-pay issues
- Parents should pay the state the co-pay instead of providers because they have no recourse before non-payment
