Welch Skills Center

The Welch Skills Center is a level E group home that opened in July 2015 in Welch, OK, and is part of ROCMND Youth Services. The facility has 16 beds for male juveniles placed by the Office of Juvenile Affairs. The Facility's mission is to provide, promote, and assist by facilitating students/residents with a structured process of counseling, socialization, recreation, and education.  The security and safety of the community is a priority. It is our responsibility to keep youth who are admitted to the facility in a safe and secure environment that is consistent with the needs of the youth and the protection of the community.

It is our responsibility to treat the juveniles with respect and dignity as well as hold them accountable for their behavior while at the facility. Services are provided in the least restrictive environment.  These services are directed towards providing normal growth and development. All components of the facility program will be directed toward ensuring effective and appropriate services to OJA and OHS standards.

The Welch Skills Center offers services such as individual therapy, group therapy, family therapy, behavior skills, social skills, and independent living skills. The Welch Skills Center provides outings for youth to participate. Some of these outings consist of fishing, movie night, bowling, cookouts, and Five Mile Camp which include horseback riding, zip-lining, swimming, and team and skill-building activities. Upper-level students also participate in outings as an incentive for obtaining and maintaining a satisfactory level.

Welch Skills Center and the Northeastern Technology Center in Afton, OK, have a continued close partnership with a common goal of providing skills that will assist the youth in transitioning into adulthood. Northeastern Tech provides a 6-week welding program in which the youth can obtain a welding license through the state of Oklahoma if he passes all his welding tests. We recently have been providing new services on-site such as carpentry, a small engine repair course, and therapy.

The Welch Skills Center has partnered with Northeast Workforce Development to provide employment opportunities to youth.  After a youth completes workforce training they are able be work in the office, kitchen, and facility grounds and earn an hourly wage.

The facility believes it is the right of every individual, regardless of race, gender, sexual orientation, age, disability, or socioeconomic status to have the highest quality of services possible.  This philosophy is the cornerstone for planning, development, and coordination of a quality service delivery system.  These services are provided through a dedicated staff.

Our core values are:

  • Respect for the dignity of every individual
  • Caring, compassion, and support for individuals and families
  • A focus on the enhancement of well-being for all individuals served
