Governor Stitt Commends SWOJC Superintendent on Years of Dedicated Service as State Employee

MANITOU (Dec. 22, 2021) – Office of Juvenile Affairs (OJA) Deputy Director of Residential Placement Support Carol Miller recently presented a commendation from Gov. Kevin Stitt to Southwest Oklahoma Juvenile Center (SWOJC) Superintendent Marc Norvell.
The governor commended Norvell for his 44 years of service to the state of Oklahoma, serving the past 22 years as SWOJC superintendent.
During her presentation, Miller said SWOJC staff described Norvell as fair, firm, consistent, supportive, a mentor, and a leader.
Norvell is retiring effective Jan. 1, 2022. A graduate of Purcell High School and Oklahoma State University, Norvell started working for the state of Oklahoma with the Department of Corrections (ODOC) in 1978 beginning as a probation and parole officer.
After working for ODOC as a probation and parole team supervisor, a case manager supervisor, superintendent and district supervisor, Norvell joined OJA in 1999 as a programs field representative. In January 2000, he assumed the position of superintendent of SWOJC.
Norvell has served the community of Frederick, as a member of Rotary and as a board member for the Frederick Chamber of Commerce since 2000. He and his wife, Dana, have three daughters and a son.
