COJC Earns High Scores in ACA Reaccreditation Process

Thursday, November 02, 2023

TECUMSEH (Nov. 2, 2023) - Central Oklahoma Juvenile Center (COJC) successfully completed its American Correctional Association (ACA) Standards compliance reaccreditation audit by demonstrating its compliance with nationally established and recognized standards of care in juvenile facilities.

The accreditation process is a two-and-a-half day on-site review of files covering a three-year span, interviews with staff and residents along with an in-depth tour of each department and the physical plant.  The process offers the opportunity to evaluate operations against national standards, remedy deficiencies, and upgrade the quality of programs and services in conditions of confinement. The Commission on Accreditation will hold a panel hearing in January to finalize the accreditation. The accreditation would be for three years for COJC, a secure-care treatment facility operated by the Oklahoma Office of Juvenile Affairs (OJA).

“I’m very proud of the COJC staff. The COJC team works hard to create an environment that is safe and successful for our residents and staff” said OJA Deputy Director for Residential Placement Support Carol Ann Miller. “The auditors commented that the residents were exposed to many educational and career opportunities and received a higher standard of medical and mental health care than they would if they were not placed at COJC.

COJC received a 100% compliance score of the 38 mandatory files and a 99.04% compliance score of the 331 non-mandatory files. The auditors recognized COJC staff for being vested in the process to prepare for the accreditation process.

Lead ACA auditor Robert Murphy acknowledged COJC Administration and staff's ability to work together as a team.  He contributed the cohesive work environment to the successful management of the facility led by Superintendent Darryl Fields. Murphy further stated he was impressed by the many resources available at the facility for youth which supports their successful reentry into the community.

“It's heartening to hear the auditors' positive remarks regarding the exceptional treatment opportunities offered to our residents” said OJA Executive Director Jeffrey Cartmell. “The outstanding scores received, reflect the outstanding work of many team members. Each one focused on creating pathways to success for youth.”

Special accolades were given to Cathy McLean, OJA’s ACA state coordinator for ensuring the auditors’ questions are answered and have transportation from the time they arrive at the airport, getting to the facilities, dining, and accommodations until she transports them back to the airport for departure.

Visiting auditors were Robert Murphy, of Massachusetts; Sherry Smith Lowe, of Arkansas; and Edgar Morales, of Florida.
