Honoring Excellence: OCCY Recognizes Outstanding PARB Partners and Volunteers
Since its creation in the 1980s, the Post Adjudication Review Board (PARB) program has relied on the dedication and service of volunteers and community partners to support, protect and monitor Oklahoma’s juvenile justice system. Each year, the Oklahoma Commission on Children and Youth (OCCY) honors individuals who have demonstrated exceptional service and leadership in strengthening the work of PARB.
This year, OCCY proudly recognized several outstanding individuals whose commitment has impacted children and families across Oklahoma.
2025 PARB Hall of Fame Inductee: G. Gail Stricklin
Gail Stricklin, a longtime Oklahoma County Domestic Violence Post Adjudication Review Board member, was nominated by Geina Tharp. Stricklin was recognized for her decades of service in supporting children involved in domestic violence situations. A retired attorney, Stricklin played a significant role in establishing a pro bono legal assistance program at a local YWCA shelter and has worked extensively to improve state civil and criminal laws concerning domestic violence. Her dedication to protecting vulnerable children has been evident throughout her distinguished career.
2025 PARB Hall of Fame Inductee: Dave Hughes
Dave Hughes, a veteran member of the Woodward County Post Adjudication Review Board, was nominated by Bart Bouse. Hughes has served on the board for approximately three decades, consistently attending meetings, reviewing cases and collaborating with child welfare staff. His commitment to the board’s mission and tireless efforts to support the juvenile justice process have made him a respected and invaluable member of the Woodward County community.
2025 Child Welfare Partner of the Year: Micheal Carrington
Micheal Carrington, a child welfare specialist with the Oklahoma Department of Human Services in Cleveland County, was nominated by Lisa Tomas and J.J. Wagoner. Carrington was recognized for his outstanding dedication to the children and families he serves. Known for his detailed knowledge of his caseload and his collaboration with PARB volunteers, Carrington works tirelessly to ensure children’s needs are met and that families are supported throughout the reunification process. His commitment to communication, organization and partnership has greatly enhanced the work of the Cleveland County PARB.
2025 Judicial Partner of the Year: Judge Kim Conyers
Judge Kim Conyers of Cleveland County was recognized as the Judicial Partner of the Year for her contributions to the juvenile justice system and her strong support of PARB volunteers. Judge Conyers has demonstrated a commitment to ensuring the welfare of children remains at the center of every decision. Her careful, thoughtful approach to each case and willingness to work collaboratively with community partners reflect her dedication to improving outcomes for Oklahoma’s children and families. Judge Conyers serves as a special judge in Cleveland County and previously held positions with the Oklahoma State Bureau of Investigation, the Oklahoma Attorney General’s Office and the Cleveland County District Attorney’s Office.
The Oklahoma Commission on Children and Youth congratulates each of this year’s honorees and thanks them for their continued service to the children and families of Oklahoma. Their leadership, dedication and tireless efforts are vital to the success of the Post Adjudication Review Board program and the broader juvenile justice system.
