Elizabeth Kaup is the Program Manager for the Child Death Review Board. Before her employment with the Oklahoma Commission on Children and Youth, Ms. Kaup was employed with the Department of Human Services with both the Office of Background Investigations as a Background Investigator and as a Child Welfare worker in Child Protective Services. In 2004, Ms. Kaup started her career in social services with the Office of Juvenile Affairs at Central Oklahoma Juvenile Center (COJC).

Ms. Kaup held various positions at COJC, most recently as the Independent Living Coordinator for the Independent Living Program. Lizz received a Bachelor of Arts in Sociology/Criminology in 2004 from the University of Oklahoma and a Master of Science in Human Resources Administration in 2014 at East Central University.

joseph mcgrath, b.a.
cdrb case manager

Joseph McGrath is a Case Manager for the Oklahoma Child Death Review Board, handling data collection and statistical quality control.  Before working for the board, Joseph was in Education, specializing in Language Arts instruction for at-risk youth and international students.  Joseph has taught English as a Foreign Language abroad and has led workshops in Oklahoma training EFL tutors and instructors.

Joseph received a Bachelor of Arts in Education from Langston University and attended graduate school at the University of Oklahoma, studying composition, rhetoric, and literacy.

Vivian sanchez
epidemiologist

A graduate from OU’s Hudson College of Public Health, Vivian is a passionate professional with interests in injury prevention, maternal and child health, and health policy. As the epidemiologist for the Oklahoma Child Death Review Board, she investigates the modifiable factors behind child deaths in our state to help prevent future tragedies. She has a passion for studying the nuances, limitations, and stories behind data. Previously, she worked as a Behavioral Risk Factor Surveillance System (BRFSS) interviewer and contributed to research on tobacco marketing strategies. Her early work with a non-profit serving low-income communities in Texas nurtured her passion for youth advocacy and community engagement. This commitment continues through volunteer work with children and teens at her church.

A native Texan, Vivian enjoys spending time outdoors, spontaneous trips to Buc-ee’s, and reading books. She strives to bring warmth, curiosity, and integrity to all she pursues, whether in public health, mentorship, or a game night with family and friends.

jasmyne mackie, m.s.
cdrb injury prevention coordinator

Jasmyne Mackie is the Injury Prevention Coordinator for the Child Death Review Board. Jasmyne has held various roles spanning over a decade within public services, including State Coach and Trainer with the Oklahoma Department of Mental Health and Substance Abuse Services, Child Welfare Specialist with the Oklahoma Department of Human Services, Parent Educator with Oklahoma City Public Schools, and with extensive experience in childcare. Jasmyne has made it her mission to advocate for and educate on meaningful change through preventive strategies to address systemic challenges. An alumna of the University of Central Oklahoma, Jasmyne earned a Bachelor's degree in Child Development (2015) and a Master's degree in Family Life Education (2018). She is currently pursuing a Master's in Human Services at Capella University with a focus on Organizational Leadership.

Jasmyne is happily married to her husband, Christian, and has two daughters, one son, and a pet. She enjoys nature and dancing, but mostly spending time with her family. Whether in her career or personal life, Jasmyne strives to nurture growth, connection, and positive change, no matter how small.

christina whatley
cdrb case manager

Christina Whatley is a Case Manager for the Child Death Review Board.  She previously served as the Post Adjudication Review Board Coordinator for Oklahoma County. As the coordinator, she managed all seven Oklahoma County PARB Boards, including the specialty boards such as domestic violence and transition-age youth. She schedules the meetings and provides case information to volunteers.

She has been with OCCY since 2006.  Christina has worked for OKDHS in foster care and has extensive knowledge in deprived case reviews.

ANDREW LONG
cdrb ADMINISTRATIVE TECHNICIAN

Andrew Long is an Administrative Technician with the Oklahoma Commission on Children and Youth (OCCY). He earned a Master of Public Health in Epidemiology from the University of Oklahoma and a Bachelor of Science in Family Studies and Gerontology from Southern Nazarene University.

Andrew began his professional career by enlisting in the United States Air Force as an Ophthalmic Technician, where he gained extensive experience in clinical, surgical, and administrative settings. During his military service, he was awarded the Air Force Commendation Medal in recognition of his meritorious achievement and dedication.

Following his military service, Andrew returned to Oklahoma and worked in a local clinical setting while completing his undergraduate education. He has since transitioned into public health, where he applies his expertise in epidemiology, biostatistics, clinical care, and public service to support data-driven initiatives that improve health outcomes across Oklahoma. His professional interests include advancing population health, strengthening state health metrics, supporting veterans, and contributing to initiatives that enhance the well-being of Oklahoma's children and families.

Kaitlin rogers
cdrb administrative technician

Kaitlin is an Administrative Technician with the Oklahoma Commission on Children and Youth. She is a professional interested in clinical epidemiology, injury prevention, and interdisciplinary interventions between the public health and healthcare sectors. Having worked in the medical field, Kaitlin hopes to bring her passion for medicine and clinical epidemiology applications to facilitate increased collaboration and awareness between healthcare and public health efforts to improve morbidity and mortality rates in Oklahoma youth.  

Kaitlin received a Bachelor of Science in Biology and Community Health from the University of Oklahoma Norman campus. She is now an accelerated epidemiology graduate student at OU’s Hudson College of Public Health. She plans to pursue medical school and become a physician-epidemiologist.
