The Victims Services Staff
The District Attorneys Council (DAC) Victims Services Division is staffed by ten individuals who provide support services for the Oklahoma Crime Victims Compensation Board (OCVCB) and the Oklahoma Sexual Assault Examination Program (SAEF).
Brian Hendrix
Director Of Victims Services
Brian is responsible for the management of the District Attorneys Council's Victims Services Programs. He supervises division staff and is the Administrator for the Victims Compensation Board and the Sexual Assault Examination Fund. Brian is also responsible for overseeing the financial management of both programs.
Karleeann Gray
Board Claims Examiner
Karleeann is responsible for reviewing and making recommendations on all crime victims compensation claims totaling between $2,500 and $10,000. She is also responsible for reviewing victims compensation claims over $10,000 that are scheduled for Board decision. Karleeann also processes Additional Considerations on any claims that were originally assigned to her.
Nick Lay
State Tribal Victim Liaison
Nick is responsible for building and maintaining relationships with Tribal Victim Services Programs across Oklahoma. He is also in charge of special outreach projects under the OCVC.
Melissa Brown
Administrative Claims Examiner
Melissa is responsible for reviewing and making recommendations on all crime victims compensation claims totaling less than $2,500, and all claims submitted for eligibility consideration. Melissa also processes Additional Considerations on any claims that were originally assigned to her.
Roxanna Myers
Special Claims Examiner
Roxanna is responsible for reviewing and making recommendations on mass violence claims, all non-report sexual assault compensation claims, and complex claims that are referred from the districts. Roxanna also processes additional considerations on any claims that were originally assigned to her.
Claudia Romero
File Clerk
Claudia is responsible for filing and records disposition. In addition to this responsibility, Claudia logs in all victims compensation claims.
Kathy White-Ferrell
Sexual Assault and Restitution Recovery Specialist
Kathy is the go-to person for all matters pertaining to the Sexual Assault Examination Fund. She is responsible for processing payments for all sexual assault examinations in Oklahoma. Kathy is also responsible for evaluating claims for possible restitution/subrogation recovery.
Stacey Strahorn
Victims Services Assistant
This position is the primary contact for the division and takes the majority of calls from the public. It is responsible for incoming division mail, deposits, scheduling services, updating the website, and assisting other staff with mailouts. This position also reviews claims for criminal/civil case status.
Kellie Reece-Ligons
Victims Services Accountant
Kellie is responsible for the budgeting and reconciliation of all accounts administered through the DAC Victims Division.

VOCA Program Specialist
This position serves as the Program Specialist for the Victims of Crime Act Grant (VOCA). The Programs Specialist assists subgrantees in implementing approved projects within a framework of relevant state and federal statutes, regulations, policies, procedures, and guidelines, in addition to providing monitoring, consultation and technical assistance to subgrantees.
