Mechelle Lea, Director of Finance
Mechelle is responsible for the management of the Finance Division whose responsibilities include payroll, benefits, human resources, accounts payable, account management, travel, and purchasing. She is also responsible for the development of fiscal policy and providing information and guidance to the Finance Coordinators of the District Attorneys.
Cary Cundiff, Budget Analyst
Cary is responsible for preparing and submitting the agency’s Budget Request and Budget Work Program each year to the Office of Management & Enterprise Services. He is also responsible for tracking, monitoring, and analyzing legislation to identify critical fiscal and policy implications for executive leadership. He participates in surveys, studies, meetings, and legislative hearings concerning agency financial requirements; providing assistance to agency managers and supervisors in preparing budget estimates and proposals; conducts research and analysis on proposed legislation or other factors affecting budget requirements.
Tina Dean, Accounting Manager
Tina is responsible for overseeing day-to-day accounting functions, such as accounts payable/receivable, general ledger, payroll, and financial transactions. Ensure compliance with accounting principles, regulations, and internal policies. Reconciles monthly financial reports for State appropriated, agency clearing, and revolving funds to clear outstanding expenses, payroll, and transfers to the Office of Management and Enterprise Services (OMES). Process, research and resolve inquiries from individual district attorney districts concerning expenditures, payroll, and deposits reported in financial account ledgers. Assist the Director of Finance in preparation of the agency’s Budget Request and Budget Work Program including data compilation, revenue projection and data entry. Act as a backup to the Agency Certified Procurement Officer (CPO) in their absence and maintain the required training for certification.
Rosemary Howard, Accounting Manager

Stacey Naifeh, Accounts Payable Coordinator
Stacey is responsible for accounts payable processing, including all invoices, M&O reimbursements, travel, etc. She prepares invoices for the agency's P-Card’s using the guidelines set forth by the Office of Management and Enterprise Services (OMES). Responsible for inserting the appropriate funding, updating the P-Card System and processing the invoice by due date provided by OMES. Process all payroll withholding claims before the end of each month. Deposit preparation, input and review, i.e. account receivable. Compilation of annual reports on Bogus Check, Restitution & Diversion and Drug Asset Forfeiture Programs by September 10th of each year that are submitted by the individual district attorney’s offices, with no errors, for review by the Finance Director.
Zomai Apetor, Human Resource Payroll Coordinator
Zo is responsible for preparing, processing, reviewing, and analyzing employee personnel transactions; ensures compliance with applicable laws and rules concerning appointments, promotions, demotions, transfers, separations and other actions. Audits timekeeping records for compliance with established standards; maintains time and attendance records; explains laws and rules pertaining to various types of leave. She assists in the management of insurance option period; assists employees with retirement information and applications and submits completed forms to OPERS. Performs centralized or agency recruiting activities; prepares recruiting announcements or other information concerning job vacancies; interviews applicants and evaluates application forms.
Cara Crawford, Human Resource Payroll Coordinator
Cara is responsible for preparing, processing, reviewing, and analyzing employee personnel transactions; ensures compliance with applicable laws and rules concerning appointments, promotions, demotions, transfers, separations and other actions. Audits timekeeping records for compliance with established standards; maintains time and attendance records; explains laws and rules pertaining to various types of leave. She assists in the management of insurance option period; assists employees with retirement information and applications and submits completed forms to OPERS.
Vacant, Human Resource Payroll Coordinator
The Human Resource Payroll Coordinator is responsible for preparing, processing, reviewing, and analyzing employee personnel transactions; ensures compliance with applicable laws and rules concerning appointments, promotions, demotions, transfers, separations and other actions. Audits timekeeping records for compliance with established standards; maintains time and attendance records; explains laws and rules pertaining to various types of leave. Assists in the management of insurance option period; assists employees with retirement information and applications and submits completed forms to OPERS.
Robbin Parrish, Benefits Coordinator
Robbin is responsible for administering various employee benefits programs, such as group health, flexible spending accounts, dental and vision, accident and disability, life insurance, retirement, and wellness benefits. She conducts benefits orientations and explains benefits self-enrollment system in Workday. She maintains employee benefits filing systems and ensures benefits changes are entered appropriately in the payroll system for payroll deduction. She assists in resolving administrative problems with the carrier representatives.
Tyler Minx, Certified Procurement Officer
Tyler is responsible for coordinating agency purchases, ensuring purchases follow applicable procedures, policies, regulations, and laws. Prepares purchase orders; organizes and maintains files. Monitors encumbrances and prepares change orders as needed. Composes and prepares routine correspondence and reports. Maintains copiers, faxes, postage meter, and other equipment.
Vancant, Finance Specialist and Travel Coordinator
This position is responsible for auditing travel reimbursement requests to ensure compliance with travel and expense policy and procedures, monitor expense reporting accuracy, and submit travel expense for processing. The Finance Specialist will also provide administrative assistance in the processing of daily deposits, and other general administrative duties.
