We're excited to share this month's edition of the Grants Management Newsletter to highlight the latest statewide advancements utilizing the Coronavirus State and Local Fiscal Recovery Funds (SLFRF).

First, we successfully submitted the quarterly report to the U.S. Department of the Treasury at the end of January. Thank you all for getting our office your reports on time.

Second, please join us in welcoming Katie Bowman to the GMO! We are excited to have her knowledge, skills and experience on the team. Read more in the GMO guidance section of this newsletter.

Lastly, as a reminder, the Oklahoma Recovery Plan annual report is due to the U.S. Treasury on June 30, 2025. We have included some annual reporting guidance in the guidance section for your reference.

Latest state guidance

Annual reporting guidance

Each year, the U.S. Department of the Treasury requires GMO to submit the Oklahoma Recovery Plan Performance Report. This is an annual report that runs through a fiscal year representing data beginning July 1 through June 30 of the following year.

According to the guidance, the Performance Report provides the public and Treasury both retrospective and prospective information on the projects recipients are undertaking or planning to undertake with program funding and how they are planning to ensure program outcomes are achieved in an effective, efficient and equitable manner.

Each year agencies carrying out the award report to GMO information that informs the executive summary, the uses of funds, strategies and goals for the funds, promotion of equitable outcomes, community engagement, labor practices, use of evidence, performance management, and the project inventory.

While this report is not due for your teams until June 30, 2025, we want to ensure your teams are equipped with the necessary information for reporting.

The exact requirements and guidance can be found in the SLFRF Compliance and Reporting Guidance in Section C beginning on page 44 of version 7.0 released on June 28, 2024.

OGX system update

Organizations and users have now been successfully entered into the OGX system. Subgrantees are now required to complete their grant profiles. Please take a moment to review and, if necessary, edit the organization page and the organization members page. Additionally, ensure that your grant profile is fully completed.

To assist you in this process, the OGX training session from September 2024 is available. This training can serve as a refresher or an introductory resource for new organization members. Access the training.

For further support, the GMO is offering one-on-one assistance via Microsoft Teams. Please reach out to Robin Frank to schedule a session.


New team member at GMO

Katherin "Katie" Bowman joins the GMO as a public servant of more than 16 years. For the past 10 years, she worked at the Department of Human Services Office of the Inspector General as an auditor with a focus on federal grant recipients. Prior to her state service, Katie taught special education at an elementary school. In her free time, she enjoys spending time with her daughter and husband. Her plethora of experience in the public sector as well as her knowledge of federal grants are a great asset to our growing team. Please join us in welcoming Katie to the GMO team!


Reporting templates and subrecipient resources

GMO has recently refreshed templates live on the web. Please ensure that you are using the most up-to-date versions of the reporting templates, located at the bottom of our Subrecipient guidance webpage.

Additionally, if you would like GMO to consider drafting guidance for your agency on any ARPA-SLFRF-related questions or to submit a question to the U.S. Department of the Treasury on your behalf, please complete this ARPA Guidance Request form.


Latest federal guidance

FSRS.gov transitioning to SAM.gov

The U.S. General Services Administration’s Integrated Award Environment announced it is retiring the Federal Funding Accountability and Transparency Act (FFATA) Subaward Reporting System (FSRS) and bringing subaward functions online in SAM.gov this March.

The change of subaward reporting from FSRS.gov to SAM.gov lets the federal government modernize aging technology while streamlining its footprint with fewer systems. The end result will be improved usability that lets users complete work within a single system and have access to an expanded suite of data and tools.

Before the change, the GSA will provide information and training for the users who will be impacted. There is no action for users to take at this time. We will give plenty of notice prior to any steps that users need to take.

There will be a subaward reporting blackout period before the change that may last up to a week. We will provide ample notification in preparation for subaward reporting capabilities to be offline. When the functionality stands back up in SAM.gov, it will be a new process, different from reporting in FSRS.gov. We will provide plenty of training and materials to prepare users for the changes.

Subrecipient recognition

Hearts for Hearing patients and guests participate in the ceremonial groundbreaking at  site of the expansion project.

This month, we are highlighting our partners at the Oklahoma State Department of Health (OSDH) for progress in improving access to sound and hearing care for Oklahomans affected by deafness or hearing loss.

The state Legislature appropriated $10 million to OSDH to expand the capacity to serve those in need of hearing care by offering additional facilities and mobile services, technology upgrades, counseling and other social services. This funding has been utilized for the Hearts for Hearing expansion project.

Hearts for Hearing is recognized for its unwavering commitment to teaching deaf and hard-of-hearing infants and children to listen and talk, as well as offering comprehensive adult clinic services that help patients achieve their fullest potential.

During the COVID-19 pandemic, the deaf and hard-of-hearing community was significantly impacted by mask-wearing and inability to access elective inpatient services. Despite the protection provided against the spread of the virus, masks made it especially difficult for people who rely on lip-reading when communicating with others.  

OMES looks forward to the abundant benefits and opportunities that this program will bring to the people of Oklahoma. We commend OSDH and Hearts for Hearing for their dedication to transforming the lives of children and adults affected by hearing loss.
