Please enjoy the August edition of the Grants Management Newsletter, where we highlight the latest advancements across Oklahoma utilizing the Coronavirus State and Local Fiscal Recovery Funds (SLFRF).

A couple of quick updates to share:

Q2 quarterly report submission

At the end of July, we were able to successfully submit the Quarterly Report to the U.S. Department of the Treasury on time. The GMO team would like to thank you all for your assistance in submitting your reports back to us in a timely fashion.

Annual reporting guidance

In addition to the quarterly report, GMO submitted the annual report, the Oklahoma Recovery Plan Performance Report, to the U.S. Department of the Treasury at the end of each fiscal year. More information to assist you in the reporting process can be found contained within this newsletter.

GMO guidance updates

Latest state guidance

Each year, GMO submits the Oklahoma Recovery Plan Performance Report to the U.S. Department of the Treasury. This is an annual report that runs through a fiscal year representing data from July 1 through June 30 of the following year.

According to the guidance, the Recovery Plan provides the public and Treasury both retrospective and prospective information on the projects recipients are undertaking or planning to undertake with program funding and how they are planning to ensure program outcomes are achieved in an effective, efficient and equitable manner.

Each year agencies carrying out the award report to GMO information that informs the executive summary, the uses of funds, strategies and goals for the funds, promotion of equitable outcomes, community engagement, labor practices, use of evidence, performance management, and the project inventory.

While this report will not be due for your teams until June 30, 2025, we are sharing this resource to help your team take a proactive approach to reporting to make it easier to submit your reports at the end of the fiscal year.

The exact requirements and guidance can be found in the SLFRF Compliance and Reporting Guidance in Section C beginning on page 44 of version 7.0 released on June 28, 2024.

Subrecipient recognition

This month, we would like to highlight the $20.6 million grant that was recently awarded to Oklahoma Human Services for over 150 food insecurity programs across Oklahoma.

In 2023, the State legislature allocated $12 million to Human Services and an additional $8 million was added in 2024 to increase the value of payments to eligible organizations and to increase the impact on food insecurity as more than half a million Oklahomans are impacted by food insecurity.

Organizations that will be supported by this funding include food pantries, non-profits, churches and more. The funds are being used towards physical improvements, equipment purchases and storage for the food. All of which will help extend capacity and allow for more effected people to be reached. More than 170 organizations have already applied for the funding. 

With the assistance of these ARPA-SLFRF funds, the hope is to make a lasting impact in the lives of the 500,000 Oklahomans, including 200,000 children, that are experiencing food insecurity.
