Welcome to the June edition of the Grants Management Newsletter! As we near the end of the state fiscal year, I’m pleased to share a few key updates and milestones as we continue the work of the Coronavirus State and Local Fiscal Recovery Fund (SLFRF) program.
First and foremost, we've officially crossed an exciting threshold—over 50% of Oklahoma’s total $1.87 billion in ARPA-SLFRF funding has now been disbursed to agencies statewide. This marks a significant milestone in our shared efforts, with all 76 projects contributing to transformative impacts for communities across all 77 counties. Thank you for the dedication and hard work that made this possible.
Second, noteworthy enhancements are coming soon to the OGX system. Thank you to each agency that has supplied constructive feedback in response to our requests on your user experience. The collaborative spirit is alive and well across our state agencies. A few noteworthy changes that will roll out soon will be a standard form for a one-time bulk upload, which should cut down on the manual entry time. Likewise, a new avenue for quarterly reporting inside the OGX system will soon be available. As it’s nearly time once again for quarterly reporting keep an eye out for updates. Your ongoing attention to detail and compliance is vital to the program’s continued success.
Finally, the FY 2025 Oklahoma Recovery Plan Performance Report—our Annual Performance Report to the U.S. Department of the Treasury—will be due on July 30. For more information concerning this report, please refer to the Guidance Updates section in this issue.

State guidance
Each year, OMES GMO submits the Oklahoma Recovery Plan Performance Report to the U.S. Department of the Treasury. This is an annual report that runs through a fiscal year, representing data from July 1 through June 30 of the following year.
According to the guidance, the recovery plan provides the public and the U.S. Treasury with both retrospective and prospective information on the projects recipients are undertaking or planning to undertake with program funding, and how they are planning to ensure program outcomes are achieved in an effective, efficient and equitable manner.
Each year, agencies carrying out the award report information to OMES GMO that must include the following.
- An executive summary.
- A performance report.
- A project inventory.
- Information on:
- Uses of funds.
- Community engagement.
- Labor practices.
- Use of evidence.
Your agency's information for this report is due to OMES GMO by July 1.
The exact requirements and guidance can be found in Section C of version 10.0 of the SLFRF Compliance and Reporting Guidance (beginning on Page 48), released on April 29.

This month, we're excited to recognize our partners at the Oklahoma State Department of Health as construction kicks off on a second Ronald McDonald House in Oklahoma City.
The state Legislature appropriated $4 million from the ARPA-SLFRF to OSDH to expand access to essential services for families seeking treatment at area hospitals. This investment will offer a home away from home for up to 28 families each night, providing comfort, care and critical support during some of life’s most challenging moments.
In 2023 alone, RMHC-OKC served 778 families across 76 Oklahoma counties, delivering 12,161 nights of stay. The upcoming location will support families receiving care at Mercy Hospital, the Love Family Women’s Center, INTEGRIS Hospital and Bethany Children’s Health Center and will serve as overflow for Oklahoma Children’s Hospital OU Health.
The GMO applauds the unwavering dedication of OSDH and RMHC in bringing this project to life and for their continued efforts to promote healing and remove barriers to essential health care support for families across Oklahoma.
