Angela Workman Dickson, LCSW, ACSW - Board Chair

Angela Dickson is a Licensed Clinical Social Worker and Psychotherapist with over 20 years of experience specializing in Women’s health issues, including: mood disorders, trauma, chronic health management, relationships, parenting, and maternal mood disorders. Angela is a certified psychotherapist in perinatal mood disorders and perinatal loss. Angela graduated with her MSW from the University of Oklahoma in 2003 and received her BA in Communications from OU in 1995.
Angela currently works at the University of Oklahoma Medical Center as an Outcome Specialist in the Care Management department. In her role, she provides training and orientation to new social workers and care managers throughout the OU health system. She also provides education and support to the care managers by presenting professional education and providing licensing supervision.
As a faculty member at the University of Oklahoma and Rose State College; Angela enjoys teaching social work and medical students about an integrated behavioral health model in outpatient medical settings. She has presented at various local and national conferences on Motivational Interviewing, Maternal Mood Disorders, Perinatal Loss, Substance Abuse, Suicide and Self-Care for Behavioral Health Professionals. In her free time, Angela loves spending time with her family; she also likes going to the movies and seeing live music.

Melanie McKinley, LCSW - Vice Chair

Melanie McKinley, LCSW is a graduate of Stephen F. Austin State University in Nacogdoches, Texas in 2006 where she received her Masters of Social Work. She received her Bachelor of Social Work from Southwestern Oklahoma State University in 1999. Her class was the founding class and first class to graduate from the college’s accredited program of Social Work.
Mrs. McKinley has over 23 years of experience in the field of Social Work and is currently in private practice here in Oklahoma. She has served in Child Welfare, Juvenile Justice, Discharge Planning, Inpatient Geriatric Psych, Crisis Services as a Clinical Director, and she created a program for students who want to transition from adult learning to higher education.
Mrs. McKinley obtained level one ministerial certification in 2015 through the Oklahoma School of Ministry at the District Assemblies of God and in May of 2023 completed her level one certification for Biblical Counseling through the Association of Biblical Counselors in Fort Worth, Texas. Mrs. McKinley enjoys spending time with her growing family as well as cooking, gardening, reading all the books, writing on her blog, and aspires to publish her fist book by end of 2023.

April Courouleau, LMSW, LCSW - Secretary

April Courouleau, LMSW, is the State Director of Foster Care for Circle of Care, Inc. Circle of Care is a non-profit agency and the largest private foster care agency in the state of Oklahoma. April received her LMSW licensure in 2021. She graduated from Oklahoma State University with a bachelor’s degree in Family and Child Development, and went on to The University of Oklahoma to complete her Master of Social Work degree.
April’s social work journey began in graduate school when she served as a practicum student in the Fostering Hope Medical Clinic at OU Children’s Hospital. She has been practicing social work for over 15 years. April has worked in medical social work through OU Children’s Hospital, worked for NorthCare writing foster family assessments, and has been serving at Circle of Care for eight years. Passionate about foster children and supporting foster families, April led her foster care team to serve over 250 foster families and 503 foster children in 2023.
April lives in Edmond, OK with her two children. When she is not working, April enjoys the outdoors in Oklahoma and often goes hiking and kayaking. She spends time in the summer at the lake with her children and extended family.
Andrew Monroe, LCSW

Andrew Monroe, LCSW, is a Licensed Clinical Social Worker at the University of Oklahoma Health Sciences Center, Center on Child Abuse and Neglect where he has been employed since 2020. He completed his undergraduate studies at Auburn University where he received a Bachelor of Arts in Social Work. He completed his Master of Social Work at The University of Alabama in Tuscaloosa, AL in 2013.
Mr. Monroe has experience working with and developing programs for youth with problematic sexual behaviors as well as trauma survivors in urban and rural communities through telehealth, in home, residential, school, and clinic-based services. He also has experience as adjunct faculty at the University of Alabama and the University of Oklahoma, where he has taught master’s level social work students in a number of different courses. He is certified in several evidence-based treatment models, including Trauma Focused Cognitive Behavioral Therapy (TF-CBT) and Problematic Sexual Behavior Cognitive Behavioral Therapy (PSB-CBT). He lives in Oklahoma City with his wife, daughter and two dogs. When he is not working, Andrew can be found traveling and spending time outside with his family.
Tina Frazer, LMSW

Tina Frazer is a Licensed Master Social Worker practicing social work as an administrator for Oklahoma Human Services in Child Welfare Services. Tina completed her licensure in 2021 after graduating from the University of Oklahoma with a Master of Social Work.
Tina has dedicated 25 years to practicing social work in the areas of child abuse and neglect, providing services directly to children and parents, supporting foster and adoptive families, and supervision of front-line staff. Tina is currently a District Director for Child Welfare where she works to implement systemic changes toward improving outcomes of safety, permanency and well-being within the child welfare system. Tina has also served as a Field Instructor for the University of Oklahoma MSW program.
Tina lives in Northwest Oklahoma with her husband on their family farm where they raise wheat and cattle. Tina enjoys spending time with her adult children who are all married, and her four grandchildren.
Megan Linville, LCSW

Megan Linville, LCSW, is from Kingfisher, Oklahoma, and a proud graduate of Kingfisher High School, Megan earned both her Bachelor of Arts in Psychology and her Master of Social Work degrees from the University of Oklahoma.
Since 2017, she has brought her clinical expertise to her role as a Medical Social Worker for Frontier Hospice. Prior to her work in hospice care, Megan spent 11 years dedicated to child welfare. Within the Department of Human Services Megan worked as a Child Welfare Specialist, Permanency Planning Supervisor, and Programs Field Representative on a trauma informed care grant and at the training center. Megan worked as a PRN Social Worker for the Oklahoma Children’s Hospital.
Highly committed to professional leadership, Megan currently serves as the President of the National Association of Social Workers Oklahoma Chapter. previously served as the NASW Oklahoma Chapter's Board Secretary from 2018 to 2020. Megan currently resides in Oklahoma City with her husband, Chad. She enjoys spending time with family and friends, traveling, live music and nature.
Cindy Hansen, Public Member

Cindy Hansen has built a career in public service, dedicating her professional life to supporting the people and institutions of the State of Oklahoma. With a deep commitment to integrity, teamwork, and effective communication, Cindy has held a variety of roles that reflect both her versatility and passion for serving others.
She began her state service as a Communications Specialist with the Oklahoma State Senate, where she spent many years crafting messages, coordinating media relations, and helping legislators communicate effectively with their constituents.
Cindy later brought her expertise to the Oklahoma Department of Commerce, where she worked in executive support and contributed to initiatives that fostered economic growth and community development across the state.
Today, Cindy serves in a dual capacity as both the Director of Operations and the Director of Scheduling in the Office of the Governor. In this dynamic role, she oversees critical operational functions and coordinates the Governor’s schedule, ensuring that priorities are managed efficiently and that daily operations run smoothly. Her leadership and dedication help support the Governor’s team and contribute to the success of key state initiatives.
A proud graduate of the University of Oklahoma, Cindy holds a bachelor’s degree in journalism and public relations with a minor in sociology, as well as a master’s degree in human relations. She resides in Edmond and is the proud mother of two college students who are pursuing their own paths at Oklahoma state universities. She loves spending her free time with family and friends and enjoys traveling and exploring new places.
