Beverly Coon, LMSW, LCSW - Board Chair

Beverly Coon, LCSW is a graduate of the University of Oklahoma, where she received a Master’s Degree in Social Work in 2007. In addition, she received a B.A. in Sociology from the University of Central Oklahoma in 2005, and a B.S. degree in Dental Hygiene from OUHSC in 1979. She was employed with the Child Study Center/Center on Child Abuse and Neglect at the Oklahoma University Health Sciences Center for four years. Beverly has served on several community boards including: CARE Center Board for 6 years, The Red Cross Board, Sunbeam Family Services Board and served as President of the Jr. League of Oklahoma City. In addition, she was appointed to the Oklahoma State Advisory Group for Juvenile Justice and Prevention, where she served for three years. Beverly is a member of the National Association of Social Workers. She also serves on Board of Directors for the Oklahoma State Board for Licensed Social Workers. Beverly volunteers in the mental health clinic at the Crossings Community Center. Her special interests include children and family matters, and most anything to do with animals. Her hobbies include biking, hiking, running, gardening, her puppies, and spending time with friends and families. She has been married to her husband, Bryan, for 35 years and has two grown children, Brandon and Brittany, both married. Beverly is the proud grandmother of two grandsons, one granddaughter, and has another grandson on the way.


Angela Workman Dickson, LCSW, ACSW - Vice Chair

Angela Dickson is a Licensed Clinical Social Worker and Psychotherapist with more than 15 years of experience specializing in Women’s Issues, including: mood disorders, trauma, chronic health issues, relationships, parenting, maternal mood disorders, and perinatal loss. Angela has been a medical social worker providing services to women with high-risk pregnancies, birth anomalies, and autoimmune diseases for most of her career.  Angela currently works at Lifestance-Balance Women's Health in Moore.

Angela has been a faculty member at the University of Oklahoma and Rose State College; teaching  social work and medical students about the importance of an integrated behavioral health model for primary care settings. She has presented at various local and national conferences on Motivational Interviewing, Maternal Mood Disorders, Perinatal Loss, and Self-Care for Behavioral Health Professionals.


Clark Grothe, LCSW - Secretary

Clark Grothe, Licensed Clinical Social Worker, has worked 31 years to help Oklahoma children, adults and families impacted by mental illness, substance use and trauma. Grothe began his career in 1989 with NorthCare which at the time was a small private, non-profit community mental health agency of less than 20 staff members. Clark ended his time at NorthCare as the Chief Operating Officer, the agency employing over 275 staff members and serving approximately 11,000 unique patients each year across 47 central and western Oklahoma counties.

In 2008, Grothe develpoed a partnership with a leading Community Health Center, Variety Care. The result was the first co-located, integrated health care clinic within an Oklahoma Community Mental Health Center. This collaboration was accomplished with no outside funding. However, based on the success of this initiative, a federal grant was secured to expand the clinic to a five days per week. This clinic became the model for Oklahoma that was replicated across the state in multiple community mental health centers.

Grothe has actively partnered in the creation of multiple Child Welfare collaborations that have reduced recidivism in child maltreatment, reduced foster care placement disruptions, reduced children’s time in the State’s care and decreased the number of children entering care. These initiatives include Comprehensive Home Based Services (CHBS), SafeCare, Family KINnections, Intensive Safety Services (ISS), Family Tree, and most recently the development of Parent Partners.  Grothe and his team led the expansion of CHBS and ISS to serve families in 47 Oklahoma counties.

Inspired by the outcomes of holistic, integrated care, Grothe has the privilege to currently serve as the Director of Behavioral Health for Oklahoma’s largest rural Community Health Center, Stigler Health and Wellness Center (SHWC). The multidisciplinary teams at SHWC include primary care, behavioral health, psychiatry, pharmacy, women’s health, dentistry, optometry and care coordination.


April Courouleau, LMSW

April Courouleau, LMSW, is the State Director of Foster Care for Circle of Care, Inc. Circle of Care is a non-profit agency and the largest private foster care agency in the state of Oklahoma. April received her LMSW licensure in 2021. She graduated from Oklahoma State University with a bachelor’s degree in Family and Child Development, and went on to The University of Oklahoma to complete her Master of Social Work degree.

April’s social work journey began in graduate school when she served as a practicum student in the Fostering Hope Medical Clinic at OU Children’s Hospital. She has been practicing social work for over 15 years. April has worked in medical social work through OU Children’s Hospital, worked for NorthCare writing foster family assessments, and has been serving at Circle of Care for eight years. Passionate about foster children and supporting foster families, April led her foster care team to serve over 250 foster families and 503 foster children in 2023.

April lives in Edmond, OK with her two children. When she is not working, April enjoys the outdoors in Oklahoma and often goes hiking and kayaking. She spends time in the summer at the lake with her children and extended family.


Melanie McKinley, LCSW

Melanie McKinley, LCSW is a graduate of Stephen F. Austin State University in Nacogdoches, Texas in 2006 where she received her Masters of Social Work. She received her Bachelor of Social Work from Southwestern Oklahoma State University in 1999. Her class was the founding class and first class to graduate from the college’s accredited program of Social Work. Mrs. McKinley has over 23 years of experience in the field of Social Work and is currently in private practice here in Oklahoma. She has served in Child Welfare, Juvenile Justice, Discharge Planning, Inpatient Geriatric Psych, Crisis Services as a Clinical Director, and she created a program for students who want to transition from adult learning to higher education. Mrs. McKinley obtained level one ministerial certification in 2015 through the Oklahoma School of Ministry at the District Assemblies of God and in May of 2023 completed her level one certification for Biblical Counseling through the Association of Biblical Counselors in Fort Worth, Texas. Mrs. McKinley enjoys spending time with her growing family as well as cooking, gardening, reading all the books, writing on her blog, and aspires to publish her fist book by end of 2023.


David Spencer, Public Member

Term Expires: 10/1/2025

David Spencer hails from a strong agricultural background and currently operates the family’s farms near Chickasha, Oklahoma. He retired from professional life after thirty years employment with Oklahoma Department of Human Services - Child Welfare Services (CWS), Oklahoma Management Program Office (OMES) - Business Analyst, and Rattan Consulting.

Over Spencer’s periods of time with Child Welfare Services (CWS), he provided services in a rural setting as a Child Welfare Specialist and later as a Child Welfare Supervisor. After ten years he moved to CWS - Technology & Governance, serving as Assistant Administrator for Oklahoma’s Statewide Automated Child Welfare Information System (KIDS). While there he supervised the KIDS Help Desk, served as KIDS application trainer, and monitored KIDS federal and state technical application reports. He moved to the Enterprise Project Management Office to serve as the child welfare subject matter expert for multiple major projects involving technology systems for state agencies.  

State law changed and all state agencies were consolidated into one technical agency named OMES. During this period, he led, directed, and coordinated teams as a Business Analyst, Project Manager, Certified Enterprise Architect, and Certified Six Sigma Green Belt.  

Since retirement, Spencer has consulted with Rattan Consulting on numerous projects in Oklahoma including those focused on child welfare. Spencer holds a Bachelor of Science Degree from Oklahoma State University. He is a proud “Dad” and “Grandpa”.
