ICRC Program Changes

As of November 2025, the Interpreter Certification and Resource Center (ICRC) has transitioned to the Executive Division of the Oklahoma Department of Rehabilitation Services (DRS). This change reflects the program’s statewide outreach and long-term strategic importance.

During this transition, some website content may be temporarily outdated. This includes Continuing Education Unit (CEU) totals, which will be reviewed and corrected as system updates are completed.

Current Requirements & Updates

Following feedback from the field and stakeholders, some earlier decisions have been reconsidered. Portions of previous communication are being withdrawn, and the following updates now apply:

  • All existing, current interpreter certifications remain valid.
  • The $50 annual maintenance fee, typically due in January 2026, will be waived for this year.
    • If you have not received a certification card showing a 2027 expiration date, please contact ICRC@okdrs.gov.
  • Continuing Education Units (CEUs) should continue to be collected.
    • CEUs earned during 2025 and 2026 will be reported together, with 2.0 CEUs due by December 2026.
  • Testing dates are expected to resume in 2026.
    • Additional details will be shared as plans are finalized.


The Department of Rehabilitation Services (DRS) Interpreter Services program provides the services of sign language interpreters and real-time captioning to assist Vocation Rehabilitation or Services for the Blind and Visually Impaired clients who are Deaf/deaf, hard of hearing, or Deaf-blind.  DRS contracts with interpreters who are certified through the Registry of Interpreters for the Deaf (RID) and the Oklahoma Interpreter Certification and Resource Center (ICRC) to provide interpreting services for clients.  DRS does not provide interpreting services to the general public.   Listed below are resources to agencies that do provide interpreting services for the general public.

QAST General Information

The Interpreter Certification and Resource Center (ICRC), which is under the State of Oklahoma, uses the Quality Assurance Screening Test (QAST) system to evaluate individuals who want to become certified in sign language in the state. The Oklahoma Department of Rehabilitation Services, Services to the Deaf and Hard of Hearing (SDHH) administers QAST in accordance to the 56-199.2 State Department of Rehabilitation Services “Cooperation with commissions and state agencies – Interpreter Services” law.

Oklahoma Interpreter Certification and Resource Center

The Oklahoma Interpreter Certification and Resource Center is the state certifying body for Oklahoma "sign language" interpreters. The ICRC uses the Quality Assurance Screening Test to evaluate the proficiency of individuals interested in becoming employed as interpreters for the deaf in the state of Oklahoma. You may download the application for testing, or contact the ICRC Program Specialist. All ICRC Interpreters are required to know and adhere to a set of Code of Professional Conduct as well as the Levels of Limitations for Oklahoma sign language interpreters. The ICRC maintains a list of all Oklahoma ICRC certified interpreters.
