PDF stands for Portable Document Format. It is a type of computer file used by many types of technology. Most people will use software by Adobe to look at PDF files. Many other types of software use PDF files as well.
Anything that you want to "file" in OAH or use as an "exhibit" at your hearing from your computer, phone or tablet must be in PDF format.
Computer files have a group of three or four letters after their name that tell the file type. Here are some examples:
- PDF: MyFile.pdf
- Microsoft Word: MyFile.docx or MyFile.doc
- Microsoft Excel Spreadsheet: MyFile.xls or MyFile.xlsm or MyFile.xlsx
- JPEG (a type of picture file): MyFile.jpeg or MyFile.jpg
- GIF (a type of picture file): MyFile.gif
- PNG (a type of picture file): MyFile.png
Do these steps in Microsoft Word:
- Open your Word file
- Click on the File Tab at the top
- Click on Save As
- Choose a location on your device to save the file
- In the File Save Window, under the file name, click on Save as Type
- Choose Save as PDF (*.pdf). Word will add the .pdf to the end of your file name.

Do these steps in Microsoft Excel:
- Open your Excel file
- Click on the File Tab at the top
- Click on Save As
- Choose a location on your device to save the file
- In the File Save Window, under the file name, click on Save as Type
- Choose Save as PDF (*.pdf). Excel will add the .pdf to the end of your file name.
You can also follow the same steps from Adobe’s Converter shown below.
- Go to where your picture is saved and right click on your JPEG file
- Click the Print icon
- Choose “Microsoft Print to PDF” from the Printer drop-down menu
- Click the Print button
- Name your PDF file in the “File Name” box
- Click Save. Windows will add the .pdf to the end of your file name.
- Open Preview on your Mac
- Click the File menu and select Open
- Select the picture you want to convert
- Click the Open button
- Click the File menu and select Export as PDF
- Enter a name for your PDF file
- Select a save location from the “Where” drop-down menu
- Click the Save button. Mac will add the .pdf to the end of your file name.
- Open the Photos app
- Tap and hold the photo you want to convert
- Tap Print on the menu
- Zoom out on your photo preview by placing 2 of your fingers on the center of the photo and quickly pull them apart. This will open the photo larger.
- Tap the Share icon
- Tap Save to Files
- Select a saving location and tap Save. Your iPhone will add the .pdf to the end of your file name.
- Open Google Photos
- Tap the photo you want to convert
- Tap the three-dot menu in the top-right corner
- Tap Print on the menu
- Select Save as PDF
- Tap the PDF icon
- Name the file and tap Save. Your Android will add the .pdf to the end of your file name.
- Go to https://www.adobe.com/acrobat/online/jpg-to-pdf.html
- Click Select a File
- Select the picture you want to convert and click Open
- Click Download to save the PDF
- You may have to tap Save to start the download. The converter will add the .pdf to the end of your file name.
If your document is on paper, you can use a scanner to create a pdf version. If you do not have a scanner, you can use a photo or scan app on a smartphone or tablet to make the PDF copy. If your device does not make a PDF copy, see below.
Using the Notes app, you can scan exhibits or other papers. If you will be filing the paper in OAH, instead of using it as an exhibit, you can sign the paper with a pen before scanning or you can add a digital signature with the app. Go to this website titled “How to scan documents on your iPhone, iPad, or iPod touch using the Notes app” for instructions on how to scan and sign documents.
To manually sign your document, follow steps 1-2, then select a tool to use and sign the document with your finger.
