Oklahoma Human Services (OKDHS) is committed to keeping families and child care partners informed as we work to provide a stable, predictable subsidy program.

Please note a key timeline adjustment regarding our upcoming State Median Income (SMI) eligibility updates:

• New Effective Date: The effective date for the updated SMI eligibility requirements has been moved from October 1, 2026, to February 1, 2027.
• Reason for Delay: This extension provides families, child care providers, and system administrators with additional time to prepare. The specific eligibility rules themselves remain unchanged.

What the Guidelines Will Be (Effective February 1, 2027)

• New Applicants: Initial eligibility will be set at 55% of the State Median Income, aligning with pre-pandemic guidelines and federal Child Care and Development Fund (CCDF) priorities.
• Families Already Receiving Subsidy: Families who remain eligible at their renewal may continue receiving assistance with household incomes up to 70% of the State Median Income. This graduated approach supports families as their income increases while promoting continuity of care.

What This Means for Families Today

• No Immediate Changes: Families currently receiving the Child Care Subsidy will not have their eligibility or copayments changed solely because of this delayed effective date.
• Regular Renewals: Eligibility and copayments will be reviewed only during a family's next regularly scheduled renewal or new application.
• More Information to Come: OKDHS will share additional details and resources with families, providers, and partners well in advance of February 1, 2027, to ensure everyone knows what to expect.
