This School Food Authority (SFA) operates the National School Lunch Program, the School Breakfast Program, and the After School Snack Program.

The following areas were corrected prior to the On-Site Portion of this Administrative Review (AR):

  • Meal Pattern: There was a non-systemic insufficient serving sizes for breakfast [7 CFR Part 220.8 (c)].  The insufficient serving sizes were corrected on 01/28/19.
  • Non-creditable items were served as part of a reimbursable meal: The SFA served a couple of non-creditable items (meatballs and pulled pork) as part of two lunch menus (7CFR Part 210 Appendix C).  The items were replaced with items that could be credited.
  • Local Wellness Policy: The most recently updated policy provided during the Off-Site portion of this review did not have personnel designated to assess the SFA policy [7 CFR Part 210.31 (c) and 7 CFR Part 210.31 (e)].  The SFA took corrective action, provided an updated policy with personnel designated to assess the policy.

    At the time of the Off-Site portion of this AR the SFA did not provide documentation of the most recent assessment and update to their wellness policy [7 CFR Part 210.31 (f)].  The SFA took corrective action by providing a triennial wellness assessment report documenting the most recent assessment and update to wellness policy [USDA Memo SP24-2017].

    At the time of the Off-Site visit the SFA did not have the most recent wellness policy posted publicly, as well as not having the documentation of the most recent assessment and update to the policy posted publicly [7 CFR Part 210.31 (e) (2)].  The SFA took corrective action by posting both documents publicly.

Corrective action for the above was made prior to the On-Site portion of this AR.  No further action is required for the above.  

There were no further findings made during this AR.
Reviewer's Comments:  I want to commend the staff members who work with the SFA's school nutrition programs on a job well done during this review.  Keep up the good work.

The following areas were corrected during the Procurement Review (PR):

 

  • Procurement: At the time of the PR was commenced, your agency did not provide a procurement plan that met federal requirements [7 CFR Part 210.21(c) and 7 CFR Part 220.16 (c)].  During the PR a copy of a procurement plan that was in compliance was provided to the State Agency (SA) Reviewer.

Corrective action for the above was made during the PR.  No further action is required for the above

Technical Assistance

Procurement of the custodial service:  The SFA has not competitively procured their custodial service since school year 2015-2016.  While there is no regulation regarding procuring these types of services annually, the best practice is to procure goods and services for every school year.  This helps to ensure the best price is obtained for goods and services.
