Service Information
The Federal Transit Administration (FTA) Section 5310 provides funding for specialized public transportation services to private, non-profit applicants in urban and rural areas.
Applications and program oversight are provided by the Contracts and Coalitions Unit of the Aging Services Division (ASD).

How to request a van:
The Capital Assistance Program provides vehicles for private non-profit organizations and governmental agencies (under certain conditions) for the transportation of older persons and persons with disabilities.
Organizations and agencies may apply for a van by contacting the Contracts and Coalitions Unit transportation specialist.
In order to qualify, entities must meet one of the following criteria:
- Be a private non-profit corporation or association;
- Be a public body approved by the State to coordinate services for elderly and persons with disabilities;
- Be a public body which certifies to the Governor that no non-profit corporations or associations are readily available in the area to meet special needs of the elderly and persons with disabilities.
