Subject:CD-PASS New Fiscal Management Service (FMS) and Cures Act EVV Compliance Deadline

Priority:High(Please disseminate this information upon receipt of this bulletin). 

In order to be in compliance with the 21st Century Cures Act by the published deadline of January 1, 2020, ADvantage CD-PASS service option will be (1) contracting with a new FMS/ EVV provider- Acumen; and (2) working in concert with that FMS/EVV provider to train CD-PASS Members, their PSAs and APSAs, and ADvantage Case Managers on CD-PASS EVV usage.

Transition timeline:Acumenwill be fully transitioned as the new FMS/CD-PASS EVV provider in the coming 90 days. Implementation begins immediately. Payroll responsibilities for Acumen FMS begin January 1, 2020.

Please alert your Members that they will begin to see correspondence from Acumen FMS beginning the week of 10/7/2019.  Ultimately, they will receive a Welcome Letter, contacts list and enrollment materials from the CD-PASS FMS/EVV provider.  Opportunities for Members to receive FMS and EVV training will be offered in the upcoming weeks and we will make every effort to meet Member needs.  Training dates and opportunities will be announced within the upcoming weeks.  It is imperative that CD-PASS Members respond when contacted by the new FMS.  There is a considerable amount of work that will go into making this transition successful and time is of the essence in order for us to insure a seamless transition for the Member.    

CD-PASS Member Usage of an EVV System:During our annual Regional Provider training that was held in September 2019, MSU staff announced that CD-PASS Members will once again use the EVV system for tracking and billing services delivered.  This change was prompted by the 21st Century Cures Act, which is a Federal initiative implemented to increase quality and access to services.  The mandate will be enforced by reducing Federal funding to States where those providing in-home services fail to use an EVV system. MSU is required to use an EVV system or lose Federal funding for the program.More information will follow regarding this topic.
