OKDHS:2-17-2. Mandatory supervisory training

(a) The Office of Personnel Management (OPM) and DHS have determined the definition of "supervisor" and the minimum training hours for staff whose job responsibilities meet the definition.  [74 O.S. § 840-3.1 and Merit Rule 530:10-17-90, et seq.]

(b) "Supervisor" is defined as an employee who is assigned the authority and responsibility for all of the following functions on a continuous and uninterrupted basis with respect to subordinates:

  • (1) assigns work to subordinates and makes sure work is performed correctly and in a timely manner;
  • (2) trains subordinates in the performance of their assigned duties or plans and directs such training;
  • (3) reviews work performance of subordinates; and
  • (4) participates in determining appropriate personnel actions regarding subordinates, such as performance appraisals, discipline, and corrective action.  [74 O.S. § 840-3.1.C]

(c) Supervisors employed in the executive branch of state government, excluding those within the Oklahoma State System of Higher Education, shall receive 12 hours of approved supervisory training each calendar year.  [Merit Rule 530:10-17-93]

(d) Supervisors appointed after November 1, 1999, shall receive 24 hours of approved supervisory training within the first 12 months of employment.  [Merit Rule:530:10-17-93b]

(e) Supervisors shall receive approved training in progressive discipline and in the State of Oklahoma Performance Management Process within the first 12 months of appointment to a supervisory position.  [Merit Rule 530:10-17-93b]

(f) DHS supervisors shall receive an additional eight hours of training for a total of 20 hours of supervisory training each calendar year.

(g) DHS supervisors of those affected by the mandatory supervisory training requirement are responsible for documenting the completion of the required training on the employee's annual performance appraisal.

(h) Upon review and determination, supervisory courses, seminars, and training available through sources other than OPM and DHS may be approved for supervisory training credit.

(i) To determine if training available through sources other than OPM and DHS meets the OPM criteria for training credit, the following information shall be submitted to Employee Relations and Development Unit (ERDU):

  • (1) training source, such as seminar, workshop, college course, videoconferencing, professional conference, sponsoring organization satellite broadcast, video, text-based or technology-based programmed learning, CD ROM, discussion session, book or article reports, and e-training;
  • (2) date of training;
  • (3) location of the training;
  • (4) training objectives;
  • (5) training agenda;
  • (6) brief, written overview of the subject content and how it relates to supervisory skills; and
  • (7) names and titles of the trainers or facilitators.

(j) Staff meetings, supervisory consultations, and similar activities do not count toward a supervisory training requirement.
