Revised 11-15-01

(a) The mission of the Employee Relations and Development Unit (ERDU), Human Resources Management Division (HRMD), is to provide employee relations programs, and developmental and educational activities.  This Section refers to developmental and educational activities arranged for persons employed by DHS.  Developmental and educational activities include:

  • (1) comprehensive training in DHS programs, policies, and operations;
  • (2) an understanding of training and education concepts, methods, and techniques utilized by, or needed by, DHS employees;
  • (3) the DHS employee interchange program;
  • (4) the State of Oklahoma mentoring program;
  • (5) methods of improving working relationships on the job and with the community; and
  • (6) support of training initiatives through SATTRN to service providers and community agencies.

(b) Training is provided for staff at all levels of experience.  The amount of training, its timing, and the methods utilized vary with the responsibilities of the job, program demands, resources available, and educational background of staff to be trained.

(c) ERDU staff assist and serve as the point of contact for DHS projects.  They work with supervisory staff in the state office, with field staff, or with local supervisors who develop training materials and conduct workshops.  They also help prepare field staff or local supervisors to serve as facilitators in the presentation of training materials.  Contracted consultants are sometimes used as workshop facilitators.

(d) Employee training and education is presented in many forms.  It may be career, professional, or personal, and presented in individual or group settings.

(e) ERDU provides in-house training by using DHS facilities, equipment, and trainers, or may contract with outside consultants or trainers for the development, presentation, and administration of training.

(f) ERDU utilizes the full spectrum of training delivery systems, including classroom presentations, satellite transmission, teleconferencing, computer enhanced training, e-training, and any other form or method of training needed to fulfill the DHS mission and purpose.
