OKDHS:2-1-17. Employee performance management process (PMP), classified and unclassified

(a) Section 840-4.17 of Title 74 of the Oklahoma Statutes requires Office of Management & Enterprise Services - Human Capital Management Division to make available one standard performance management system to be used by all agencies to complete employee performance evaluations. 

(b) In accordance with Oklahoma Administrative Code 260:130-21-30 of the Oklahoma Civil Service and Human Capital Modernization Rules, the employee performance management process conducted for Oklahoma Human Services (OKDHS) employees provides for the following:

(1) an objective evaluation by the immediate supervisor of the performance of the employee within the assigned duties of the job;

(2) a mid-term interview with the immediate supervisor for the purpose of discussing the progress of the employee in meeting the performance criteria upon which the employee will be evaluated;

(3) a final interview with the employee by the immediate supervisor who provides the employee with a copy of the performance evaluation; and

(4) the opportunity for the employee to submit written comments regarding the performance evaluation.

(c) The immediate supervisor holds a meeting with the employee at least three times during a 12-month evaluation period.

(1) One meeting takes place at the beginning of the evaluation period to communicate the criteria used to evaluate the employee. A copy is provided to the employee.

(2) One meeting takes place during the rating period for the purpose of discussing the employee's progress in meeting the evaluation criteria.

(3) One meeting takes place at the end of the review period to provide the final evaluation. A copy of the evaluation is provided to the employee, and the employee has the opportunity to provide written comments.

(d) OKDHS uses the performance evaluations of current or former state employees in decisions regarding promotions, appointments, demotions, performance pay increases, and discharges.

(e) OKDHS may consider a low job performance evaluation, received within the past 12 months, as a factor during a reduction-in-force in accordance with Section 840-2.27C of Title 74 of the Oklahoma Statutes. 

(f) OKDHS retains a copy of the performance evaluation for each employee of the agency. A copy of the performance evaluation is retained in the employee's personnel file.
