Subject: Chip-Enabled EBT Cards are coming!

Dear Retailer,

We have important news for you! Oklahoma Human Services is upgrading EBT cards from magnetic stripe (magstripe) to EBT Chip technology in 2025 to help protect benefits from card skimming and fraud.

What this upgrade means for you:

  • Your customers will be using chip-enabled SNAP EBT cards to prevent fraudulent transactions.
  • You will be required to upgrade your terminals to be able to process SNAP benefits. 

What You Need to Do:
Update your point-of-sale (POS) system to accept the new Chip-enabled EBT cards. Contact your POS service provider now to ensure your system is ready. When speaking with them, provide the following technical information:

  • SNAP Application Identifier (AID): A0000000044542
    • Be sure to enable Empty Candidate Fallback in case the AID fails.
  • Oklahoma Bank Identification Number (BIN): 508147
  • Service Codes required to process OK ACCESS SNAP benefits:
    • Update your terminals to recognize the 220 Service Code (Chip Card).
    • Continue supporting cards with the 120 Service Code (Magstripe Card).
  • Enable Empty Candidate Fallback for consistent transaction processing.
