About the Hazard Mitigation Grant Program - Post Fire (HMGP-PF) for FM-5489-PF
The Oklahoma Department of Emergency Management (OEM) has announced the official opening of the Hazard Mitigation Grant Program - Post Fire (HMGP-PF) under disaster declaration FM-5489-PF. This funding opportunity aims to support cost effective mitigation projects that reduce the impact of future disasters in counties affected by the wildfire incident that occurred between February 27, 2024 through March 20, 2024.
Counties included in FM-5489-PF are: Beaver, Dewey, Ellis, Harper, Roger Mills, Texas, and Woods.

Interested counties, municipalities, Tribal Nations, and eligible nonprofits in the designated counties listed above are encouraged to apply through a structured subapplication process, which replaces the previous first-come, first-served model. This change is designed to improve efficiency and project funding success. If funding remains after serving eligible subapplicants in these 7 counties, entities from other counties will be invited to apply.
Key dates include:
- Notice of Intent (NOI) Submission Deadline: June 4, 2025 (Submit in OK EMGrants)
- Subapplication Submission Deadline: August 22, 2025 (Submit in OK EMGrants)
- Anticipated Award Announcement: Spring 2026
- Projected Project Start: Summer 2026
Eligible activities include Wildfire Mitigation, 5-Percent Initiative, Infrastructure Retrofit, Soil and Slope Stabilization, Post-Wildfire Flood Prevention and Sediment Reduction. Technical assistance is available through OEM, though full application development support is not provided.
