About the Hazard Mitigation Grant Program

The Hazard Mitigation Grant Program (HMGP), also known as 404 Mitigation, is funded by FEMA and administered by the state of Oklahoma. While related to disasters, the HMGP is not a disaster relief program for individual disaster victims or a recovery program that funds repairs to public property damaged during a disaster. It is a mitigation grant designed to:

  • Prevent or reduce future loss of lives and property through the identification and funding of cost-effective mitigation measures.
  • Minimize the costs of future disaster response and recovery.

HMGP-Post Fire (or HMGP-PF) is a grant program made available after a Fire Management Assistance Grant (FMAG) is approved for a wildfire. HMPG-PF must be used for wildfire-specific mitigation activities.  

HMGP and HMGP-PF Updates for Oklahoma

On Monday, May 12, 2025, OEM launched a new application process for Oklahoma HMGP and HMGP-PF grants. Instead of a rolling application timeline for all HMGP and HMGP-PF funding, OEM will now provide Notice of Funding Opportunities (NOFOs) for each FEMA Major Disaster and Fire Management Assistance Grant (FMAG) with a defined grant timeline for each.

Subapplicants will need to submit a Notice of Intent (NOI) in OK EMgrants to start the application process. Upon NOI approval, subapplicants will receive an invitation to submit an application.* 

*Applications for DR-4791 must be submitted in FEMA GO 
*Applications for FM-5489 and other disasters/FMAGs must be submitted in OK EMgrants.

Additionally, starting with DR-4791, FM-5489, and DR-4776, funding priority will be given to jurisdictions within the declared areas.
