DR-4862 Hazard Mitigation Grant Program Now Open

About the Hazard Mitigation Grant Program (HMGP) for DR-4862

The Oklahoma Department of Emergency Management (OEM) has announced the official opening of the Hazard Mitigation Grant Program (HMGP) under disaster declaration DR-4862-OK. This funding opportunity aims to support cost effective mitigation projects that reduce the impact of future disasters in counties affected by the severe storms, straight line winds, tornadoes, and flooding that occurred between November 2-5, 2024.

Counties included in DR-4862 are: Adair, Garvin, Jefferson, Lincoln, Okfuskee, Oklahoma, Stephens and Washita.

View the Notice of Funding Opportunity (NOFO).

Interested counties, municipalities, Tribal Nations, and eligible nonprofits in the designated counties listed above are encouraged to apply through a structured subapplication process, which replaces the previous first-come, first-served model. This change is designed to improve efficiency and project funding success. If funding remains after serving eligible subapplicants in these 8 counties, entities from other counties will be invited to apply.

Key dates include:

  • Notice of Intent (NOI) Submission Deadline: October 20, 2025 (Submit in OK EMGrants)
  • Subapplication Submission Deadline: January 19, 2026 (Submit in OK EMGrants)
  • Anticipated Award Announcement: Summer 2026
  • Projected Project Start: Fall 2026
