About the Hazard Mitigation Grant Program (HMGP) for DR-4791
The Oklahoma Department of Emergency Management (OEM) has announced the official opening of the Hazard Mitigation Grant Program (HMGP) under disaster declaration DR-4791-OK. This funding opportunity aims to support cost effective mitigation projects that reduce the impact of future disasters in counties affected by the severe storms, straight line winds, tornadoes, and flooding that occurred between May 19–28, 2024.
Counties included in DR-4791 are: Blaine, Caddo, Custer, Delaware, Jackson, Mayes, Muskogee, Roger Mills, Rogers, and Woods.

Interested counties, municipalities, Tribal Nations, and eligible nonprofits in the designated counties listed above are encouraged to apply through a structured subapplication process, which replaces the previous first-come, first-served model. This change is designed to improve efficiency and project funding success. If funding remains after serving eligible subapplicants in these 11 counties, entities from other counties will be invited to apply.
Key dates include:
- Notice of Intent (NOI) Submission Deadline: May 28, 2025 (Submit in OK EMGrants)
- Subapplication Submission Deadline: August 8, 2025 (Submit in FEMA GO)
- Anticipated Award Announcement: Spring/Summer 2026
- Projected Project Start: Summer/Fall 2026
Eligible activities include safe room construction, flood hazard mitigation, structural retrofits, wildfire mitigation, and hazard mitigation planning, among others. Subapplications must demonstrate cost-effectiveness and align with local and state Hazard Mitigation Plans. Technical assistance is available through OEM, though full application development support is not provided.
