Several remaining construction projects will renew the I-35/I-240 Crossroads interchange in south Oklahoma City by replacing the outdated junction with a modern multi-level interchange with dedicated interstate ramps and adding ramps, turnaround lanes and service roads for improved city street access.

The interchange will be reconstructed in multiple phases, with the first phases beginning in 2016 and remaining phases beginning in 2023 for a total investment of about $140 million in the interchange. Upcoming phases are scheduled in ODOT’s Eight-year Construction Work Plan



Phase I – I-240 and Santa Fe Ave. – COMPLETE

  • This phase included reconstruction of I-240 from Santa Fe Ave. east past Shields Blvd. and conversion of Santa Fe Ave. to a full interchange.
  • The I-240 ramps between Santa Fe Ave. and Shields Blvd. were reversed with construction of a new westbound I-240 off-ramp and eastbound I-240 on-ramp at Santa Fe
  • The eastbound I-240 off-ramp and westbound I-240 on-ramp at Shields Blvd. were permanently closed.
  • The new ramps at Santa Fe. will accommodate the I-240 traffic that currently uses the existing interchange at Shields Blvd., which must be removed in a future phase in 2019 due to its close proximity to I-35.
  • Cost: Nearly $12 million plus possible financial incentives for early completion
  • Contract awarded to an Allen Contracting Inc./Shell Construction Inc. joint venture of Oklahoma City on Feb. 8, 2016.
  • Construction of this phase began in early summer 2016 and completed in May 2017.


Phase IA – Eastbound I-240 to southbound I-35 – COMPLETE

  • This phase will reconstruct the eastbound I-240 ramp to southbound I-35 and the eastbound to southbound service road between Shields Blvd. and S.E. 82nd St.
  • The eastbound I-240 on-ramp from Shields Blvd. was permanently closed due to its close proximity to I-35. I-240 traffic will now use the new on-ramp at Santa Fe Ave.
  • The southbound I-35 off-ramp to S.E. 82nd St. was permanently closed to make room for a new, longer ramp from I-240. I-35 traffic will now use the off-ramp at S.E. 89th St.
  • Cost: $10.6 million plus possible financial incentives for early completion
  • Contract awarded to Duit Construction/TTK Construction of Edmond on Dec. 5, 2016
  • Construction was originally expected to begin in spring 2017; however the contractor was asked to not start work due to concerns about state funding to pay current contract obligations.
  • Work began in mid-June 2017 and completed in summer 2018.

  • Phase II- I-240 between Pole Rd. and Eastern Ave., BNSF railroad bridge, northwest, northeast and southeast service roads, S.E. 59th St. turnaround, southeast, northeast and northwest interstate ramps, flyover ramp, eastbound I-240 bridge over I-35 - FFY 2023
  • Phase III - Eastbound I-240 between Shields Blvd. and Pole Rd., flyover ramp - FFY 2023
  • Phase IV - Westbound I-240 between Pole Rd. and Shields Blvd., westbound I-240 bridge over I-35 - FFY 2023

What will be closed during construction?

  • Current lane and ramp closures are announced on the daily OKC Traffic Advisory
  • I-35 and I-240 will remain open to traffic during construction.
  • Drivers can expect periodic lane and ramp closures, with a few permanent ramp closures as the interchange is reconfigured


Permanent I-240 ramp closures:

  • The westbound I-240 on-ramp from Shields Blvd. closed May 23, 2016.
  • The eastbound I-240 off ramp to Shields Blvd. closed May 27, 2016.
  • The eastbound I-240 on-rampfrom Shields Blvd. closed June 20, 2017.
  • The westbound I-240 off-ramp at Shields Blvd. will close during a later phase. Drivers will use the Santa Fe Ave. ramps, protected turnaround and service road to access Shields Blvd.
  • The westbound I-240 on-ramp from Pole Rd. will close during a later phase.
  • The eastbound I-240 ramp at Pole Rd. will close during a later phase. Drivers will usethe ramps at Eastern Ave. and the service road to access Pole Rd. and Plaza Mayor Blvd.


Permanent I-35 ramp closures:

  • The southbound I-35 off-ramp to S.E. 82nd St. closed during Phase IA in 2017. Drivers must use the S.E. 89th St. ramp, protected turnaround and service road to access S.E. 82nd St.
  • The southbound I-35 on-ramp from S.E. 66th St. will close during a later phase.


How will construction affect traffic?

  • I-35 and I-240 will remain open to traffic during all phases of construction; however, some temporary and long-term lane and ramp closures will be required.
  • Drivers should be alert to lane closures, narrowed driving lanes, reduced speed limits and workers and equipment near the roadway, and should expect traffic congestion on I-35 and I-240.


How will this project improve traffic flow and safety?

  • The new interchange will address congestion and safety issues by providing new ramps with additional capacity and increased merging distance to accommodate current and future traffic.


New features will include

  • Dedicated flyover ramps for traffic moving between I-35 and I-240
  • Added I-240 on- and off-ramps to make Santa Fe Ave. a full interchange
  • Additional exit lanes from eastbound I-240 to Eastern Ave.
  • Two-way service roads between Eastern Ave. and Plaza Mayor
  • Improved local roads through Plaza Mayor that connect to service roads
  • Protected turnaround lane at S.E. 59th St. for traffic exiting from northbound I-35

How will businesses in the area be impacted?

  • While interstate access for businesses will change, ODOT has worked with the business community, the South Oklahoma City Chamber of Commerce and City of Oklahoma City to design additional features to help traffic get to and from local businesses.
  • These features include new I-240 on- and off-ramps at Santa Fe Ave., additional exit lanes from eastbound I-240 to Eastern Ave., two-way service roads between Eastern Ave. and Plaza Mayor, improved local roads through Plaza Mayor connecting to service roads and a new protected turnaround lane at S.E. 59th St.
  • Business access to and from service roads will be maintained during construction.


How will truck traffic be affected?

  • I-35 and I-240 will remain open to traffic throughout all phases, but truckers passing through can plan ahead and consider using alternate routes to avoid congestion.
