Purpose

The Oklahoma Department of Transportation (ODOT), in conjunction with Oklahoma Turnpike Authority (OTA) and Federal Highway Administration (FHWA) will host an open house public meeting to present the proposed improvements for the new SH-51 connection with the Muskogee Turnpike (SH-351) in Wagoner County. This is a come and go open house meeting with no formal presentation.

Description

Three design options were previously evaluated, and a Virtual Open House was held June 8, 2021 through June 22, 2021 seeking input from citizens, stakeholders, federal and state agencies, and public offi cials. As stated at that time, Alternative 3 was selected as the preferred. The preferred option provides a new Turnpike Interchange at S. 273rd E. Avenue, a new bridge located to the northwest of the current location and a new connection on new alignment to provide 4-lane divided connection from SH-51 to Muskogee Turnpike (SH-351). Three round-about connections are included between the Turnpike and SH-51. ODOT, and OTA have worked jointly with Wagoner County, City of Broken Arrow, City of Coweta and Indian Nations Council of Governments (INCOG) in development of this proposal. This connection is within INCOG’s 2045 Regional Transportation Plan, and both the Cities of Coweta and Broken Arrow are supportive of the project. The purpose and need of the project is to connect SH-51 to the Muskogee Turnpike (SH-351) to best serve the needs of the traveling public and be consistent with the Long Range Plans for the area.

The connector roadway section will consist of four (4)-12-foot-wide driving lanes with curb and gutter and raised grassed median or a 14-foot turn lane and 8-10 foot outside paved shoulders with a grass median. The connection will tie to the proposed Wagoner County widening of S. 273rd E. Avenue north of the Muskogee Turnpike that will consist of two (2)-12-foot driving lanes with a 14- oot turn lane with 10-foot paved shoulders.

The Turnpike interchange is located at S.273rd E. Avenue.

New bridge is located to the northwest of the existing bridge location.

New connection is on new alignment to provide the roadway connection from SH-51 to Muskogee Turnpike (SH-351).

Three round-about connections are included between the Turnpike and SH-51, one of which will form the new intersection between E. 101st Street / S. 273rd E. Avenue & the connection Control of access will be obtained by ODOT for this project.

The Muskogee Turnpike will have tolls, but the connection from SH-51 to the Turnpike will not have a toll.
