Kimbra Scott
Kimbra Scott was appointed as Port Director for Port Muskogee on July 1, 2021; she is the first woman port director on the McKellen-Kerr Arkansas River Navigation System (MKARNS). She has more than 25 years of increasingly responsible operations management with a focus in-land port administration and higher education focusing on strategic management, policy development, and federal and state grant procurement and management. She has a proven record in international program planning and management and experience in facilitating international exchanges. Strengths are in strategy formation, economic development project management and human factors management to achieve strong organizational performance. She leads a highly diversified team at Port Muskogee focusing on economic development, port operations, industrial development, and railroad management. Ms. Scott successfully led the rebuilding of Port Muskogee after the record flood event of 2019.
Scott has a bachelor’s degree in journalism from the University of Arkansas and master’s in education. She is also a graduate of the Humphrey School of Public Affairs. Ms. Scott serves on the National Waterways Conference and Inland Rivers Ports and Terminals boards as well as numerous local boards.
