Lisa Johnson-Billy
Lisa Johnson-Billy was appointed to the Oklahoma Transportation Commission to represent District 3 by Speaker Kyle Hilbert in 2025. District 3 covers a large portion of mid-south-central Oklahoma.
Johnson-Billy brings decades of public service and tribal leadership experience to the commission. She served in the Oklahoma House of Representatives from 2004 to 2016, including leadership roles such as Floor Leader, Deputy Whip, and Chair of multiple appropriations committees. She is currently serving her sixth term in the Chickasaw Tribal Legislature and was appointed Oklahoma’s first Secretary of Native American Affairs in 2019.
She earned a bachelor’s degree from Northeastern State University and a master’s degree in education from the University of Oklahoma. Johnson-Billy has been recognized with numerous honors, including induction into the Chickasaw Hall of Fame, the Northeastern State University Hall of Fame, and receiving the Kate Barnard Award for public service.
She and her husband, Phillip, an Air Force veteran, live in south-central Oklahoma and enjoy family time, tribal traditions, and ministry work.
