Remembering Dr. Stephen Grissom: Champion of Juvenile Competency in Oklahoma
By the Oklahoma Commission on Children and Youth
The passing of Dr. Stephen Grissom marks the end of an era in Oklahoma’s juvenile justice system, but his profound legacy continues to shape the future. Dr. Grissom, a vital member of the Oklahoma Commission on Children and Youth’s (OCCY) Juvenile Competency Professional Committee since its inception in 2015, was a cornerstone in setting the credentialing standards for juvenile forensic evaluators in the state.
From the outset, Dr. Grissom’s psychology and juvenile justice expertise made him an ideal partner for OCCY. His work on the Juvenile Competency Professional Committee helped establish rigorous training programs and standards for evaluators, ensuring that the most vulnerable youth in Oklahoma received assessments rooted in scientific rigor and compassion. Dr. Grissom’s dedication went beyond technical standards—he prioritized the development of a sustainable system by recruiting and mentoring new psychologists to carry forward the mission.
“Dr. Grissom was a visionary,” said Annette Wisk Jacobi, Executive Director of OCCY. “He didn’t just focus on the immediate needs of the juvenile competency program; he looked ahead to ensure its longevity and growth. His mentorship to my career and others is immeasurable. He had the rare ability to bring resolution to the most complex challenges. He will be missed.”
Dr. Grissom’s dedication extended beyond his role with OCCY. He worked tirelessly to address systemic challenges in juvenile justice, promoting trauma-informed practices and advocating for policies that recognized the unique needs of justice-involved youth. His efforts underscored a broader commitment to holistic care, addressing mental health and behavioral challenges as integral parts of rehabilitation.
As OCCY and its partners mourn the loss of a cherished colleague and friend, they remain committed to honoring his legacy. Director Jacobi emphasized the importance of building on Dr. Grissom’s work: “His passing leaves a significant void, but it inspires us to redouble our efforts. We owe it to Dr. Grissom and to the youth of Oklahoma to carry forward his vision with the same passion and dedication he brought to his work.”
